<br />Councilmember Helmbrecht moved to direct Staff to reassess the Seivert Property with the <br />same options as 6994 Centerville Road and to execute a letter as soon as possible to the <br />property owner. Councilmember Brenner seconded the motion. Motion carried <br />unanimously. <br /> <br />20th Avenue Forcemain Update <br />Mr. Bergem updated the Council on the 20th Avenue Forcemain and its construction. Currently, <br />Bonine Excavating continues to make progress on the 20th Avenue project and te utility <br />installation. However, a determination needs to be made regarding where the final segment of the <br />forcemain is to located. This issue is complicated by the potential development of the Lake Area <br />Utilities parcel (Center Villa Plat). There are four options for the location of this forcemain. <br />Each of the option, is summarized below. <br /> <br />* <br /> <br />The forcemain could run through the proposed Center Villa plat (center of Lake Area <br />property) This is an optimal choice, but the timing does not work well as the plat has not <br />been approved and is currently on hold. This would be a cost to the Developer if the plat <br />were approved. This option is at a cost of$39,500. <br /> <br />* <br /> <br />The forcemain could extend north along 20th Avenue to an existing sanitary sewer <br />manhole at the southwest comer of the Industrial Park. Temporary construction <br />easements would be required from adjacent properties and the link would be temporary. <br />The existing line along the Industrial Park is eight inches, which is insufficient for full <br />development of the area served by the forcemain. Eventually, a hook up to the 12-inch <br />sewer in Brian Drive will be required. The cost would need to be determined at a later <br />date. This option is at a cost of$32,500. <br /> <br />* <br /> <br />The forcemain could be installed as shown in the plans for the 20th Avenue Sanitary <br />Sewer and Watermain Improvements. This is along the north property line of Lake Area <br />Utilities. This alignment works well except for the row of trees would need to be <br />removed in order to install the forcemain using open cut methods. This option is at a cost <br />of $35,500. <br /> <br />* <br /> <br />The last construction option is a directional bore along the north line of the Lake Area <br />Utilities. This option is more expensive than installing it through open cut methods. The <br />cost for this option, bid as an alternate for the 20th Avenue Sanitary Sewer and <br />Watermain Improvement project, would be hight than the other options. However, this <br />option would allow the trees to remain along the property line. This option is at a <br />cost of $48,390. <br /> <br />Mr. March favored the possibility of running a 10" pipe parallel with the 8" pipe line from the lift <br />station, north along 20th Avenue. Mr. Terry Mauer (H.R. Green Consulting Engineers) <br />commented it is difficult to plan for vacant industrial land. Basically, textbook numbers are used <br />to assist in developing the utilities for vacant land. <br /> <br />5 <br />
