<br />Councilmember Helmbrecht moved to direct City Engineer and Staff to complete a change <br />work order to run the 8" forcemain line from the lift station north on 20th to Main Street <br />and by pass the 10" line. Councilmember Brenner seconded the motion. Motion carried <br />unanimously. <br /> <br />21st Avenue Update: (JPA with Lino Lakes and Future Public Hearings) <br />Mr. Bergem reviewed the Joint Powers Agreement (JPA) between the Cities ofCenterville and <br />Lino Lakes. Mr. Bergem recommended the Council request a copy of the design engineering <br />cost, since it seemed too high. Mr. March commented both Cities requested responsibility for <br />inspection. Mayor Wilharber suggested resolving the issue as soon as possible. Mr. March noted <br />the contract agreement indicates the payment of the statement shall be completed within 45 days <br />upon receipt of the statement. <br /> <br />Councilmember Brenner questioned Staff if there have been any indications as to the City of Lino <br />Lakes intent of the interconnect. Mr. March commented all signs are good from their Staff that <br />the interconnect will be a reality. Mr. March confirmed Councilmember Brenner's request that <br />the interconnect will be worked on this fall. <br /> <br />The Woods of Clearwater Creek: Grading Plan Review: Preliminary Plat Consideration: <br />Developers Agreement. <br />Mr. Dick Travis was present to discuss "The Woods" proposed preliminary plat, grading plan and <br />Developers agreement. Mr. Bergem noted the Engineer, Developer and City Staffmet at the site <br />and discussed several issues. Mr. Bergem felt confident the ponding and drainage will be <br />addressed as requested by Staff. Mr. Palzer's conclusion in regards to the Woods Development <br />meeting was that a land bridge will be constructed to gap the distance over the creek between the <br />development and the park and the pond will be shifted to the west to ensure proper drainage. <br /> <br />Councilmember Helmbrecht suggested the Developers Agreement indicate the trees to be balled <br />and burlapped and installed as part of the development and she questioned if the sod escrow <br />regulations changed. <br /> <br />Mr.Tim Kytonna (Rehbine Excavating) noted the only outstanding issue is RCWD approving the <br />elevations and its approval of the plat. Mr. Travis requested the Council consider granting a <br />grading permit for the Woods Development. Mr. Travis stated he understood the grading permit <br />would be at their own risk of final plat approval. <br /> <br />Mayor Wilharber confirmed the pond will be two to three feet deep and the pond will drain to the <br />north. Mr. Bergem stated by the August 26, Council meeting the Engineers will be prepared to <br />give recommendation to the Council in regards to the Woods Development. <br /> <br />Mayor Wilharber commented he received a nice letter from a Centerville resident stating that the <br />vacant land was nice to look at and to observe, however, they understood development will <br /> <br />6 <br />
