The City could also consider removing the snow and assessing the property
owners for same.

Motion by Council Member Nelson, seconded by Council Member Broussard
Vickers to direct City Staff to remove the snow in case of emergency and to table
discussion on the matter until Staff obtains more information on the issue. All in favor. Motion carried unanimously.

Mr. Baron and Mrs. Camp-Baron arrived and addressed Council. Mrs. Camp-Baron
expressed her displeasure with City Staff as she was told she would be sent an agenda
and was not. Mr. March noted the City Clerk had spoken to her and he was unaware that
she had not received the requested agenda.

Mrs. Camp-Baron explained she and her husband have an ongoing dispute with their
neighbor. There have been numerous complaints generated by her neighbor. She noted
her family has owned the property for 25 years and she questions whether the ordinance
change would apply to them. The letter from the City indicated she was in violation of
Ordinance #4 for outside storage. She explained she has currently licensed and operating
vehicles on her property and as she has three lots should be allowed to have the six (6)
vehicles. Mrs. Camp-Baron indicated she and her husband are pursuing trespass charges
against the neighbor for trespassing onto their property and taking pictures. She also
stated they have begun proceedings to commence a harassment lawsuit against the
neighbor.

Mayor Wilharber explained the dispute with the neighbor is a civil issue.

Council Member Broussard Vickers explained that ordinances and ordinance changes
apply to all residents no matter the length of time a person has owned the property.
Council Member Broussard Vickers stated she would like to see the original letter from
the City indicating what part of the ordinance was being violated. Mrs. Camp-Baron
presented the letter to Council Member Broussard Vickers.

Mayor Wilharber noted the letter was sent to the property owners on November 13,2000.

Mrs. Camp-Baron stated she has six (6) vehicles parked outside and believes she should
be able to keep them as she has three lots, two (2) vehicles per lot.

r _ rn
