Mayor Wilharber inquired as to whether the property was under one (1) property
identification number. Mrs. Camp-Baron indicated the property was under two (2)
property identification numbers.

Mr. Hoeft indicated that the Barons are in violation of the ordinance as the vehicles need
to be licensed, operational and parked on a driveway. The piles of debris will also need
to be removed. Mrs. Camp-Baron stated the piles of debris are wood to be used for the
fence they are in the process of building.

Council Member Nelson stated the condition of the Barons' property would concern her
if she were the next door neighbor. She then suggested Mrs. Camp-Baron review the
fence ordinance for the special requirements for comer lots before constructing the fence.

Mrs. Camp-Baron indicated she and her husband are asking Council for permission to
keep the six (6) vehicles as they feel they are entitled as tax paying residents to keep the
vehicles they currently have. Council Member Broussard Vickers indicated the
ordinance requires vehicles to be in an approved garage or storage building or parked on
a permitted driveway. If the property had three driveways, one for each lot, the six
vehicles would be allowed. There is a variance procedure for residents to ask for special
permission for situations outside ofthe ordinance. However, there are specific criteria set
by state law that need to be met in order for the City to allow the variance. Looking at
the situation, there is no way the City could grant a variance.

Mrs. Camp-Baron stated she pays her bills and her taxes and does not feel the City has
the right to tell her how many vehicles she can have on her property. City Attorney Hoeft
indicated the City does have the right to limit the number of vehicles a property owner
can have under state law. At this point, the Barons have been noticed that they are in
violation of the ordinance and if the property is not cleaned up and brought into
compliance they can be cited.

Mayor Wilharber noted that in one of the pictures it appeared the trees hung out over the
sidewalk. He inquired if the Barons had cut them back. Mrs. Camp-Baron indicated they
had been cut back.

Mrs. Camp-Baron noted the City had damaged their concrete retaining wall with a street
sweeper. She inquired as to when the City would be paying to repair it.

Council Member Broussard Vickers stated Council would need to hear from Staff
concerning the damage to the concrete wall.

Mrs. Camp-Baron requested the City make an appointment to inspect the property as she
and her husband have instructed the police to arrest anyone found on their property
regardless of the reason.

Mayor Wilharber stated the Barons were to clean up the property and directed Mr. Palzer
to make an appointment with them for an inspection.

n~~~ ,., _,CC\
