CALL TO ORDER <br /> <br />Mayor Wilharber called the June 9, 1999 City Council Meeting to order at 6:00 p.m. <br /> <br />11. PUBLIC HEARING <br /> <br />III. APPEARANCES/AWARDS <br /> <br />Chief Joel Heckman - 1998 Annual Report <br />Chief Heckman read aloud the Police Departments mission statement and acknowledged the efforts of <br />Mayor Wilharber and City Administrator Jim March. In addition, Chief Heckman gave the 1998 Police <br />Departments annual report (Please see attached). In conclusion, Chief Heckman mentioned Walt <br />Neumann has volunteered for many years and has been instrumental in implementing the TRIAD senior <br />program. Moreover, if anyone is interested in volunteering please contact the Police Department. <br /> <br />Fred Stenborg- Phase II Water/Sewer Analysis <br />:Nlr. Stenborg gave a brief overview of the Phase II Water/Sewer rate analysis. Several graphs were <br />distributed to Council. A comparison of the sanitary sewer rates - Centerville versus neighboring <br />communities (June 1999). The community rates extended to Lino Lakes, Forest Lake Twp, White Bear <br />Lake, Hugo, Forest Lake, Blaine and Centerville. (Please see attached). Moreover, the Centerville <br />sanitary sewer revenues and operating costs (1995 to 1998). (Please see attached). Mr. Stenborg <br />recommended a four step process which is included in the exhibit. In short, Mr. Stenborg <br />recommended transforming the three hundred thousand dollar funds to the capital improvement fund and <br />then transfer needed amounts in years ahead. <br /> <br />Page 1 of 6 <br />
