Mayor Wilharber questioned the <br />Council as to their position with the proposed site. Mr. Palzer explained a formula involved to remove <br />the building from the floodway. This would require building dikes and ditches on the property to prev~nt <br />flooding. Mr. March commented the City can obtain flood insurance. Councilmember Travis expressed <br />concern pertaining to possibilities of contamination. Mr. Hoeft explained the Council can address the <br />presented issues (floodway insurance, and development of dikes and ditches) as time goes on. Mr. <br />March explained Mr. Lessard has been patient and he may sell the property to another party if the City <br />does not act, soon. <br /> <br />CouncilmemberBrenner understood-that Mr. Lessard had been patient; however, she favm;ed <br />constructing a new facility. Councilmember Nelson felt there is a "wagon behind the deal" and <br />she would feel more comfortable waiting. Councitmember Sweeney would prefer a location that is <br />centralized with sewer and water availability. Councilmember Travis shared that the City may do better <br />constructing a new building. Councilmember Nelson suggested investing the $310,000 in a new <br />facility. Mayor Wilharber suggested exploring Eagle Trucking and vacant land for possible building <br />sites. <br /> <br />Motion by Councilmember Sweeney~ seconded-by Councilmember Brenner to discontinue <br />researchin~ the Lake Area Utility building as a new site for Public Works. Motion carri~d <br />unanimously. <br /> <br />Final Plat and Grading Plan for Deer Pass <br />Mr. Peterson updated the Council on the changes to Deer Pass grading plan and felt the presented plat <br />with changes is prepared for approval (See attached letter). Mr. March indicated that the letter of credit <br />has been increased by $10,000. <br /> <br />Motion by Councilmember Travis.. seconded by Councilmember Nelson to approve the final <br />plat and grading plan for Deer Pass. Motion carried unanimously. ; <br /> <br />Mr. Gerald Rehbein (R&R Leasing) mentioned the redundancy in the developers contract that depicts <br />150% for sod and the City receives sod escrow prior to the issuance of a certificate of occupancy. Mr. <br />March mentioned the City has used this practice in the past. <br /> <br />Mr. Rehbein expressed the .storm water fees are considered and based on the square footage of developed <br />area. Since the subdivision is half wetlands he requested the figure be reduced to actual developed laqd. <br />Mr. March explained that the amount is based on the whole area developed not just lots. . <br /> <br />Mr. Rehbein requested Center Villa be removed from the contract and insert Deer Pass. <br /> <br />Motion by Councilmember Nelson~ seconded by Councilmember Sweeney to approve the <br />Development Contract for Deer Pass~ as amended~ Motion carried unanimously. <br /> <br />Page 4 of 9 <br />
