Furthermore,
the town home development will be a deciding factor when considering construction of a grocery store.

Mr. Dana Rude (2071 Willow Circle) would not like to look at a strip mall. The children will be less
likely to get into trouble with more town homes instead of commercial property.

Ms. Stephanie Rude (2071 Willow Circle) looking at the immediate fees that the city will have will be an
immediate benefit to the community. The lights from Amoco gas station are too bright. One more
building will be a better and faster financial asset to the community than to wait for commercial.

Mr. Dale Runkle (Bright Keys "Development)" believed a comprehensive plan should be a flexible
document and should be addressed and amended as new ideas prevail. The city will receive funds for
the following:

The park fees
Hook up fees over
City
Building permit, and plan check fees

S12()~OOO
$130,000
$175,000
$200,000

Basically, over $600,000 will come into the Community over the next two years. BrightKeys
Development has developed the Willow Glen Town homes and they are in high demand.

A lady from (2057 Willow Circle) supports the rezone change and urged the Council to consider ~he
request.

Councilmember Travis commented that the Comprehensive Plan was adopted a while back and if there
is an area for "multies" this would be best possible site.

Councilmember Brenner recalled the Comprehensive Plan process and noted the end result was based on
the City's desire to preserve as much commercial property as possible. Councilmember Brenner
refreshed Mr. Runkle that the plan check fee for Willow Glen was reduced to reflect one dwelling; not
individual units, thus the building permit cost is less than the numbers shared.

Councilmember Nelson explained the process has not been most desirous; however, the overall vision of
the community as a whole is to have commercial and it is not in favor granting the request.

Mr. Rehbein answered Mayor Wilharber's question regarding the pending use of the surrounding Lino
Lakes property. The property to the north is slated for high density, the property to the east is projected
as commercial. Mr. Rehbein noted he could sell commercial property at four times the value of
residential, but he did not see commercial in the foreseeable future.
