<br />Ms. Sara Grandahl (2027 Willow Circle) said the people that she spoke to that have been around the City <br />for years and stated that they would rather have more family homes than malls and commercial <br />businesses. <br /> <br />Mr. L'Allier (200S-Willow Circle) said-the developer may go taLino Lakes and-construct townho~es <br />there instead of in Centerville. <br /> <br />MayorWilharber stated an increaseinresidentialwill not-decrease taxes as-much as commercial. In <br />addition, residential property places a higher demand on public services and staff, where as commercial is <br />less demanding. Moreover, the question was asked, "How many citizens investigated <br />the zoning of the surrounding property, prior to purchasing their property" Hearing no response the <br />following action was taken: <br /> <br />Motion by Councilmember Nelson. seconded-by Councilmember Brenner to deny the rezone <br />, <br />request from Bl to IDA Single Family Residential. <br /> <br />FURTHER DISCUSSION: <br /> <br />CouncilmemberTravis recalled that the Council had an opportunity to rezorreprapertyfromTesidential to <br />commercial and it was denied. There may be other requests to rezone residential property to commercial. <br /> <br />Councilmember Brenner commented that she has been consistent in supporting commercial, namely in <br />recognition of past Council decisions. <br /> <br />Brenner. Nelson aye - Wilharber.-Travis-nay~ Motion to rezone denied~- due to lack of a- 4t5th vote. <br /> <br />Preliminary Plat Consideration for Deer Pass <br />Mr. Gerald Rehbein gave a synopsis on the Tevised Deer Pass preliminary plat. The Plan has been <br />reduced from 15 to 14 lots and additional property has been allocated for trailway and utility purposes. <br />Ms. Gaustad distributed a map of the Deer Pass plat, submitted by a resident that indicated five concerns, <br />four of which were discussed. <br /> <br />* Correct "note" section to read... comply with drawings relevant to new street width. <br />* ROWand set backs at 20' not 35'. <br />* Easement for floating walkway purposes through wetlands <br />* The City purchase property from the Travis family to obtain an easement for walkway purposes. <br /> <br />The Council was pleased with the abutting property owners input and after a lengthy discussion the <br />Council decided to request a Comprehensive Trailway Plan to be considered when developing the north <br />property. The trail easement north of the proposed development will provide a pedestrian traffic link <br />throughout the other (north) developments to Acorn Creek Park. The decision was based on Corporal <br />Jensen's testimony relating to safety concerns and patrolling trial issues. <br /> <br />Motion by Councilmember Nelson. seconded by Councilmember Travis to approve the <br />preliminary plat for Deer Pass. Motion carried-unanimously. <br /> <br />Deer Pass Grading Plan <br />The Council requested the Engineer to review and reply on the Deer Pass Grading Plan prior to approval <br /> <br />Page 5 of 8 <br />
