<br />Council Members Brenner and Nelson stressed it is important to get the committee and <br />council minutes distributed immediately after the meetings. Council Member Brenner <br />stated that the City hired a firm last year to complete a market analysis on the pay <br />structure. Resulting in the staff receiving substantial raises and felt there is no reason why <br />the minutes shouldn't be kept up to. date; be more informative and better prepared. <br />Theresa didn't feel it is necessary to hire another person - not to mention it is not in the <br />budget. She thought it would be beneficial for the new council to review the pay study. <br /> <br />Jim March mentioned some communities hire an off site service to take the meeting <br />minutes. Mr. March also added the City has an excellent staff - in all departments. The <br />staff here work diligently and well together without abusing the system or privileges. He <br />added there were 145 new homes in 1998, and several projects in the works which <br />ultimately increases the workload for everyone. He also stressed there is a lot that goes <br />on daily basis that the Council isn't aware of (i.e.: plats, filing, dog licenses, permits, <br />developments, and the list goes on). Mr. March also explained the market study that was <br />done last year was to bring our wages up to the market rate. Also, staff cannot just focus <br />on meeting minutes and agendas, unless this is what council wants - making the council <br />our customer. Mr. March stressed to council that if they are unsure of something they <br />need to ask and clarifY their concerns. It is easier for him to explain a situation to a <br />council member prior to a meeting than at a meeting. <br /> <br />) <br />J <br /> <br />It was agreed amongst the Council that the residents are most important. <br /> <br />Council Member Sweeney questioned ifthere is a pecking order. He offered he was an <br />Informational Officer, and there are always ways to streamline and make time more- <br />efficient. Terry also questioned the office arrangement / furniture. Terry stressed all <br />software should be the same. <br /> <br />Jim March explained the staff had looked into new office furniture and networking the <br />computers a year ago, but were rejected by Council. <br /> <br />Council Member Nelson suggested phone head sets and networking all of the Council with <br />City Hall Staff through fax machines and/or e-mail and that technology doesn't have to - <br />cost much. Mari offered maybe council members should spend some time at City Hall to <br />get an idea of what goes on. Mari felt she could make the office more efficient. <br /> <br />Paul Palzer mentioned a lot of these issues go back to the goals and objectives. Mr. <br />Palzer is concerned about micro-managing. <br /> <br />Mr. March mentioned we received a quote from a local vendor on networking our <br />computers but it was very costly, and not in our budget this year. <br /> <br />) <br />) <br />.'; <br /> <br />Tom Wilharber left the meeting at 6:50 p.m. to attend a meeting at the Wargo Nature <br />~~ - <br /> <br />7 <br />
