<br />UNFINISHED BUSINESS <br /> <br />Update on Main Street Flashing Crosswalk Lights <br />Mr. March discussed an easement compensation request received from the Helmbrechts. The <br />easement agreement is signed by Jerry and Mary Jo Helmbrecht and now they are requesting to be <br />compensated $300. Furthermore, the He1mbrechts are challenging the validity of their signatures <br />since a notary was not present during the signing process. Mr. Hoeft explained the Helmbrechts <br />are not denying they signed the document. In short, the grant of easement is a faithfully executed <br />document. <br /> <br />Mayor Wilharber stated that for nearly two years the City has worked on the implementation of <br />flashing crosswalk lights near the elementary school, and suggested for the safety of the children <br />authorize the $300 easement compensation to the Helmbrechts. <br /> <br />Mayor Wilharber moved to authorize a $300 payment to the Helmbrechts for the flashing <br />light easement. Councilmember Travis seconded the motion. Motion carried <br />unanimously. <br /> <br />Update on Lessard Property Floodway Classification. <br />Mr. Peterson distributed a letter dated January 13, 1999 that included supporting documentation <br />on the existing and proposed floodway for Joyce Greene and Lake Area Utilities. The <br />information explained the majority of the Lessard property is within the floodway, as shown on <br />the most recent Flood Insurance Rate Map (FIRM). Also, Mr. Gerald Rehbein hired Mr. David <br />Nyberg to investigate and implement floodway reduction in areas ofLino Lakes and the Joyce <br />Greene parcel which is between the Lessard parcel and Judicial Ditch No.3. Ifthe necessary filed <br />work, hec-2 computer modeling, correspondence and paperwork is being performed for the Joyce <br />Greene parcel already, it may be advantageous for the City of Centerville to utilize this data and <br />not duplicate paperwork and expenses. Thus, to hire HR. Green to complete the Lessard parcel <br />floodway reduction FEMA plan. Mr. Peterson concluded that Bonestroo would need to become <br />familiar with the FEMA and Centerville program; whereas, H.R. Green knows the history and has <br />the equipment to complete the project and is working on an adjacent parcel. <br /> <br />Mr. March reported that Mr. Dave Nyberg (HR. Green) submitted an estimate of $850 to apply <br />for the removal of the Lessard (Lake Area Utility) property from the floodway. <br /> <br />Councilmember Brenner questioned the Engineer if after the Lessard property is removed from <br />the floodway would the property remain in the floodplain. <br /> <br />Councilmember Brenner moved to authorize H.R. Green to begin work on the floodplain <br />revision for $850.00. Councilmember Nelson seconded the motion. Motion carried <br />unanimously. <br /> <br />4 <br />
