<br />NEW BUSINESS <br /> <br />City Project Update <br />Mr. Peterson distributed a letter dated January 12 1999 that includes an update and the progress <br />of city projects (See Attached). Mr. Peterson explained the status of each city project. In addition <br />to the progress report two items were added. The Water Interconnect on 20th Avenue and Cedar <br />Street, the Cities ofLino Lakes and Centerville plan to connect two forcemains which are within <br />20 -30 ft of each other. The Cities will need to sign a Joint Powers Agreement (JP A). Finally, <br />the Parkview Development has had its the first lift of blacktop applied. <br /> <br />Special Use Permit (SUP) - Gerald Rehbein <br />Ms. Susan Fussell, P.E. (Metro Land Surveying) distributed an updated grading and erosion plan. <br />She stated that both the Planning Commissions and the citizens' concerns are addressed in the <br />revised plans. The play ground area was moved south, additional height was added to the berm <br />and trees will be planted atop the berm. Councilmember Brenner questioned the use and year the <br />facility would be used as a kindergarten facility. Mr. Gerald Rehbein (R&R Leasing) commented <br />the information was unknown, however, the facility could be used for a day care, private school <br />or a business building. <br /> <br />Mr. Todd Francis (Speck Cons) described the exterior of the building. specifically the load dock <br />area and that a gate is proposed to separate the children from all traffic. <br /> <br />Ms. Lori Dorn (1836 Revoir Street) questioned the safety of the institution having windows that <br />open and the possibility of vandalism. <br /> <br />Ms. Molly Nelson (1860 Revoir Street) questioned safety issues surrounding the fenced area <br />ending near the pond. <br /> <br />Mr. Speck and Mr. Rehbein explained the fenced area is to separate the children from the hard <br />surface, play ground, and the open space play areas. <br /> <br />Mayor Wilharber referred to the January 1999 Planning Commission meeting minutes and the <br />recommendation to the Council. Councilmember Brenner requested to inspect the actual SUP <br />document. Mr. March explained the Council's stipulations will be contingencies for the SUP and <br />he noted the document will be presented at the next Council meeting. <br /> <br />Mr. Rehbein planned to begin construction in March and would like plan approval by the end of <br />January, since they would like to order steel roof materials for delivery in March. <br /> <br />Ms. Dorn asked, "Is a kindergarten center really what the City needs?" <br /> <br />Mayor Wilharber mentioned an advantage to the proposed facility is the City will receive taxes on <br /> <br />5 <br />
