Second, there will be a restrictive covenant with the size of accessory building. <br /> <br />Brenner asked how Royal Oaks was planning to finance; go through the 429 process or <br />independently finance. Black said they will do the finance of project. Brenner asked if <br />they would be having city installed improvements. Black said they are capable of doing <br />the work themselves, but whatever the city is comfortable with. <br /> <br />Nyberg suggested the council indicate to Mr. Black their intentions for city installed <br />improvements or not, so Mr. Black can obtain the proper easements. <br /> <br />Helmbrecht asked when Peltier Lake Drive will be redone. Palzer felt it was the worse <br />road in the city, and it should be done soon. Buckbee said it was done in 1987 and felt the <br />city should consider not assessing the property owners on Peltier Lake Drive every 10 <br />years. Black suggested an investigation on the utility easements either through the <br />existing homes, school or any other options. <br /> <br />Palzer suggested a permanent cul-de-sac if Centerville Road doesn't go through. <br /> <br />March suggested rezoning the property in January from R2 to R3. <br /> <br />t <br /> <br />Buckbee said, city policy states, the City handles the city installed improvements. <br />March asked Hellings which would be best, city installed improvements or developer <br />install improvements. Hellings said the city could go either way, which ever they are more <br />comfortable with. <br /> <br />MOTION by Wilharber, seconded by Buckbee to adjourn the workshop. <br /> <br />Special Meeting adjourned at 6:03 PM. <br /> <br />Mayor Wilharber called the November 26, 1996, regularly scheduled meeting to order at <br />6:09 PM. <br /> <br />Wilharber announced the council will moved into closed session and adjourn to the small <br />room to discuss a personnel issue at 6: 10 PM. <br /> <br />Meeting reconvened at 7:25 PM. <br /> <br />Hellings explained the "Open Meeting Law" which requires the city to state, the council <br />met in closed session to discuss an employee issue regarding Tim Danielson, whom will be <br /> <br />2 <br />
