<br />CITY OF CENTERVILLE <br />CITY COUNCIL MEETING <br /> <br />NOVEMBER 26, 1996 <br /> <br />Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br />regular council meeting and workshop on November 26, 1996, at the City Hall. Mayor <br />Tom Wilharber called the meeting to order at 5:00 PM. <br /> <br />PRESENT: Tom Wilharber <br />Sanna Buckbee <br />Theresa Brenner <br /> <br />MaryJo Helmbrecht <br />Laura Powers-Rasmussen <br /> <br />STAFF/CONSULTANTS: Jim March <br />Ry-Chel Gaustad <br />Paul Palzer <br /> <br />Greg Hellings <br />David Nyberg <br /> <br />WORKSHOP 5:00 PM <br />Mike Black of Royal Oaks Realty was present to discuss a new sketch plan for the <br />Hensel/Leroux property. Black explained Marcel Eibensteiner was the owner of Royal <br />Oaks Realty, Inc. and they have been developing elite homes since 1977 in the <br />metropolitan area. Black gave his background as a graduate of Manka to State University <br />then working for several municipalities and now works with Royal Oaks as a planner. <br />Black explained Marcel has entered into a purchase agreement with Mr. Goertz, but Mr. <br />Goertz would be building in the development. <br /> <br />Black presented three sketch plans, two with a looping road, which would not connect <br />Centerville Road. One sketch plan would connect Centerville Road. Black felt the <br />looping roads would provide a warmer atmosphere whereas, Centerville Road would be a <br />dead end, close to the development. <br /> <br />Black projected the homes would range from $160,000.-$175,000 to over $200,000. The <br />proposed project would be called Lakeland Hills. Royal excavating more than likely <br />would be doing the ground movement, although Glen Rehbein has done the grading plans. <br />The average lot size would be around 15,000 sq. ft. <br /> <br />Wilharber had spoke to John McClellan from the Centerville Elementary School and they <br />were not in favor of a through road. Wilharber was not in favor of condemning property <br />for a through road. <br /> <br />I <br /> <br />March questioned the standard restrictive covenant. <br />
