City of Centeville Novmeber 26, 1996

~

Buckbee asked where Mr. Johnson is at now with the plan and what was the original
quote? March said he would talk to Mr. Johnson. Brenner felt the city should be willing
to pay more to make sure the job is done right. Wilharber agreed with Brenner, the city
should consider investing more to make sure the job is done right.

Brenner reported persons from EDC felt property owners should be notified of any
potential changes on the comprehensive plan.

Buckbee commented this may only take affect after a homeowner sells. March indicated
there will be a public hearing on the new comprehensive plan, he will get a date from Dean
Johnson and get back to the council.

Water Tower/Interconnect - March reported some funds are available for the water
tower/interconnect. Gerald Rehbein has been in and would like to do something with his
properties. The city may consider stepping up in force to see who is going to pay for
what. Nyberg explained Lino is painting a pretty picture for Rehbein and since he owns
the property on both sides of 20th, Lino may have the service to accommodate Gerald's
needs. Nyberg suggested the city get utilities out there prior to Lino. Further, a four-
fifths vote of the council could initiate the development of the services.

Wilharber thought the interconnect will work well as both cities are working together, and
was in favor of working with Gerald to provide service. Palzer said if the city is not going
to do the interconnect, perhaps hooking up a pump to provide services. March suggested
Nyberg study the cost in the feasibility study.

Snowmobiling on Main Street -
Helmbrecht suggested something be done about the snowmobilers. Suggesting speed limit
signs and enforcement from the Police Department. Palzer said since Main Street is a
county road the city may not be able to post a snowmobile limit sign, but he would look
into it.

NEW BUSINESS:

Payment to the IMe right of way fund -
MOTION by Buckbee, seconded by Helmbrecht to approve our city to join in the fight for
right of way. Motion carried unanimously.

Senior Housing Public Informational Meeting - Brenner explained construction costs
were high for the senior housing. If the city is to continue with senior housing it may have
to use city property. The purpose of the meeting on December 5 at 1:00 PM is to see if
there is an interest from any of the seniors.

It

Liquor License Renewal for 1997 -
MOTION by Buckbee, seconded by Helmbrecht to approve the liquor license for 1997
contingent upon: State Approval

5
