<br />City ofCenterville Meeting Minutes September 25, 1996 <br /> <br />suggested the Capital Improvement Program be updated from 1994 and sent in to Met <br />Council when complete. Such things as, City Wells, City Storage, Major Park expenses, <br />lift stations, source of funding, time frames and how parks are dedicated will be required. <br />Brenner asked when Senior Housing updates would be due for this comprehensive plan. <br />Johnson suggested after Met Councils first review and prior to the city's public hearing. <br />Johnson also suggested a resolution indicating when the city will commit to having each <br />issue complete. Wilharber questioned page 17 & 19 if the comprehensive plan addressed <br />the new FEMA maps. Johnson said no, if there is a new map it should be included. <br />Wilharber asked if the new developments be included on the new map. Johnson explained <br />the connections to the MUSA expansion is based on the physical numbers the city actually <br />has connected. March asked what a typical time frame the city would be looking at to <br />have MUSA extension. Johnson said a typical time frame would be about 60 days. <br />Johnson said if a change is required he suggested putting it on the developer to make it <br />logical and paying the associated fees. Brenner asked about the high density areas that <br />have been excluded from future development. Johnson commented the city needs to place <br />high-density areas to comply with the Met Council requirements, and stated it should be <br />best if done before the preliminary plan goes to Met Council. March questioned the <br />density of the Housing Action Plan. Johnson stated Met Council requirements must be <br />met and Centerville should be okay. Dan Tourville of 6994 Centerville Rd, questioned the <br />inappropriate spacing of the green area on the growth map. Johnson stated all errors <br />should be addressed now. Further, suggested lake property located by Waterworks be <br />dedicated as a high density area. Helmbrecht questioned the value impact on the change <br />ofland use. Johnson said if its not a legally conforming use it may be subject to a lawsuit. <br />Limiting the land to a park designation would be a nice buffer between the high/low <br />density areas. Tourville questioned the zoning in the downtown area. Johnson comment <br />the zoning should be addressed in the zoning ordinance which is stated on page 45. <br />Further, the zoning ordinance should address townhome developments, mixed uses, such <br />as the downtown area, to accommodate the city's needs. Brenner asked who should <br />address each of the bullet items on page 57-58. Johnson suggested each item should be <br />addressed by the Planning and Zoning except: Completion of a local surface water <br />management plan which should be the Engineer, Ordinance provisions which require <br />connection to public sewer and water when available and evaluate the feasibility of <br />establishing housing and economic development initiatives which should be addressed by <br />City Council. <br /> <br />MOTION by Brenner, seconded by Powers-Rasmussen to have Dean Johnson submit the <br />Comprehensive Plan to the Metropolitan Council for preliminary review.
