<br />t <br /> <br />CITY OF CENTERVILLE <br />CITY COUNCIL MEETING <br /> <br />SEPTEMBER 11, 1996 <br /> <br />Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br />Public Hearing and their regular meeting on September 11,1996, at the City Hall. Mayor <br />Wilharber called the continuation of the Public Hearing from May 8, 1996 watermain <br />assessment to order at 6: 10 p.m. <br /> <br />PRESENT: Tom Wilharber <br />Theresa Brenner <br />Laura Powers-Rasmussen <br /> <br />MaryJo Helmbrecht <br />Sanna Buckbee <br /> <br />STAFF/CONSULTANTS: Ry-Chel Gaustad <br />Greg Hellings <br /> <br />Dave Nyberg <br />Randy Hagerty <br /> <br />ABSENT: <br /> <br />Jim March <br /> <br />- <br /> <br />PUBLIC HEARING <br />Watermain Assessments - [Continuation of May 8, 1996] <br />Wilharber explained Dave Nyberg ofMSA would address the project from start to finish <br />including the proposed assessments. Afterwards, Greg Hellings would explain the <br />residents' rights and options. <br /> <br />- <br /> <br />Nyberg handed out information on the watermain assessments and project cost. Nyberg <br />stated the project started February 14, 1996 and an assessment hearing was held on May 8 <br />at which time no assessments were adopted. Nyberg explained construction cost came in <br />$65,000.00 less than first thought. Further, every property owner who hooks-up will pay <br />$1,300.00 or more for the W.A.c. (Water Availability Charge) which goes into a fund to <br />pay for service; painting of the water tower, e.g.. Nyberg referred to a handout indicating <br />the proposed annual principal, and interest payments. Nyberg indicated if the proposed <br />assessments pass, interest would be effective immediately. Hellings, City Attorney <br />explained, if anyone wanted to object, the appeal must be filed with the Mayor or City <br />Clerk prior to the end of the meeting and file with district court within 30 days. <br />Helmbrecht requested the deferred hook-up fees be explained. Nyberg explained residents <br />will pay $285.52 the first year and $245.13 each remaining year; in a ten (10) year period. <br />Nyberg also stated if anyone wishes, within a ten year period they can have their hook up <br />W.A.c. fees assessed to their property. Further, there is no deferment on assessments. <br />Mr. Don Opp of 1554 Holly Drive, asked if the interest would start.
