<br />City Council Minutes from July 24, 1996 <br /> <br />MOTION by Brenner, second by Helmbrecht to approve the Centennial Fire District's <br />expenditures dated July 18, 1996. Motion carried unanimously, Powers-Rasmussen not <br />present. <br /> <br />MOTION by Helmbrecht, second by Brenner to approve the City of Centerville's receipts <br />and disbursements dated July 11-24, 1996. Motion carried unanimously, Powers- <br />Rasmussen not present. <br /> <br />(powers-Rasmussen arrived at 6:08 p.m.) <br /> <br />MOTION by Brenner, second by Helmbrecht to approve Pay Estimate #2 for Main Street <br />/ Progress Road / Elementary School Watermain Extension Project. Motion carried, <br />Powers-Rasmussen abstained. <br /> <br />SET AGENDA <br /> <br />Add to new business: Cable Commission, 1997 Proposed Police Budget, and Traffic <br />Survey. <br /> <br />MOTION by Wilharber, second by Helmbrecht to set the agenda for July 24, 1996, with <br />the above noted additions. Motion carried unanimously. <br /> <br />- <br /> <br />PETITIONS AND COMPLAINTS <br /> <br />Helmbrecht had residents ask about the noise ordinance and how it relates to enforcing of <br />cars with loud stereos. Staff will look into it. <br /> <br />Powers-Rasmussen expressed a safety concern regarding a culvert from Acorn Creek to <br />the creek. This culvert is large enough that children can walk in and also live animals. <br />She would like to see a grate put on it. Nyberg stated the purpose for not putting a grate <br />on is because it collects debris. He added that the culvert is large enough that children <br />cannot get stuck in it. An estimated cost for a grate is $800-1000. Staff is to research the <br />pros and cons to a grate, get a cost estimate, and come back to council with a <br />recommendation. <br /> <br />APPEARANCE - Carolyn Drude, Ehlers and Associates, Inc. <br /> <br />Ms. Drude distributed the bid tabulation for the general obligation bond for the watermain <br />extension project. Ms. Drude commented that she was pleased with the bids and that they <br />all were relatively close. <br /> <br />Powers-Rasmussen asked what the savings would have been ifbonded with Clearwater <br />Meadows project.
