<br />\ <br /> <br />NEW BUSINESS: P&Z Recommendations from Public Hearings on July 9, 1996 <br /> <br />~ <br /> <br />Nelson Fence Variance: P&Z tabled this issue with a request for staff to check with other <br />cities on their ordinance pertaining to fences on corner lots. <br /> <br />Rezoning of Hensel Property: P&Z denied the request at this time. Rockey Goertz <br />proposed to rezone the property, currently zoned R2 and R3, to R2A which is a higher <br />density. Mr. Goertz is working on alternative access routes to those lots because of the <br />concern of traffic from the surrounding residents. <br /> <br />Wilharber reported that residents had comments pertaining to the comprehensive plan but <br />questioned how much more could be done to keep the residents informed. Brenner felt <br />the city can do better informing them on what the comp plan is and it's importance. March <br />stated to get people more involved they need to be told how the decisions may effect <br />them. <br /> <br />CONSENT AGENDA <br /> <br />MOTION by Powers-Rasmussen, second by Brenner to approve the consent agenda <br />consisting of Resolution 96-25, Responsible Authority; Resolution 96-26, Senior <br />Housing; and ICBO Annual Conference. Motion carried unanimously. <br /> <br />ADMINISTRATOR REPORT - Council Furniture <br /> <br />The council was provided with layouts and price quotes for tables and chairs. March <br />reported that staff is checking on donations and funds for the furniture on the quotes <br />received. <br /> <br />APPEARANCE - Gary Groehn; Abdo, Abdo and Eick <br /> <br />Mr. Groehn presented the 1995 Annual Financial Report. A copy of the report is attached <br />to the minutes as submitted. <br /> <br />After Mr. Groehn's report the following questions and comments were made: <br /> <br />Mr. Groehn questioned the recycling deficit and how the SCORE funds are received and <br />reported. <br /> <br />Brenner questioned the internal control structure. Groehn stated that with a small staff the <br />checks and balances are limited. Mr. Groehn stated he was not concerned with the <br />situation, but feels that the council should just be made aware. Mr. Groehn commented <br />that only lout of 29 cities that he audits does not have segregationi of duties listed as an <br />internal control structure weakness due to staff size. <br /> <br />Brenner asked if other cities publish the summary report and felt it is good government to <br />do so. Mr. Groehn agreed and assumes that most cities do publish a portion of it but <br />doesn't get that involved once the report has been submitted. <br />CC7-10MM.WPS 2 <br />
