<br />- <br /> <br />MOTION by Brenner, second by Powers-Rasmussen to direct staff to check how much it <br />would cost to publish pages 2-8 of the 1995 Annual Financial Report. Motion carried <br />unanimously. <br /> <br />MOTION by Wilharber, second by Helmbrecht that the 1995 Annual Financial Report, <br />prepared by Abdo, Abdo and Eick be accepted as presented. Motion carried unanimously. <br /> <br />PETITIONS & COMPLAINTS - Summer Jam Report <br /> <br />Officer Mike Jensen, Circle Pines-Lexington Police Department was present to discuss the <br />Summer Jam event that took place at Waterworks Beach Club on June 30, 1996. Officer <br />Jensen reported that approximately 4700 people were in attendance and the biggest <br />problem was medicals. They have already addressed this issue by having a tented area for <br />medicals at the next event. Officer Jensen stated that there were few problems otherwise, <br />only 3 arrests were made. The crowd was let out in shifts which alleviated some traffic <br />problems. <br /> <br />Noise complaints were handled by Officer Gleason by phone. Once Officer Gleason <br />talked with residents and told them about the event 99% of them did not have a problem <br />with it but wished they had been notified in advance. <br /> <br />The event raised $41,000. The money was given to the Children's Hospital. <br /> <br />Steve King, 1724 Sorel Street, stated he did not receive a notice. Has no problem with <br />charitable events but would like to be notified of them. Mr. King felt that a public hearing <br />should be held for issues relating to the noise ordinance. <br /> <br />Some felt the music and the DJ's sexual innuendoes were inappropriate for the type of <br />event. <br /> <br />There was some discussion with Officer Jensen regarding traffic studies being conducted <br />within the city. Mr. King felt his situation was different because of the bars and has a <br />concern for the children in the neighborhood being hit by a car. Officer Jensen reported <br />that the city would be receiving the traffic reports from the Chief. <br /> <br />Note: Councilmember Powers-Rasmussen left as of 8:20 p.m. <br /> <br />Eagle Pass Project <br /> <br />Wilharber reported that P&Z approved the preliminary plat with the contingency that the <br />items listed in MSA's letter dated July 8, 1996, be addressed. P&Z also expressed concern <br />for the roads leading to the adjoining private property and this setting a precedence to <br />what is to be built there. <br /> <br />I <br /> <br />Larry Olson, Midwest Land Surveyors, presented the preliminary plat and explained to the <br />council the changes that had taken place from the original sketch plan. <br />CC7-lOMM.WPS 3 <br />
