<br />CITY OF CENTERVILLE <br />CITY COUNCIL <br /> <br />t <br /> <br />JUNE 26, 1996 <br /> <br />Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br />workshop and their regular meeting on June 26, 1996 at the City Hall. Mayor Wilharber <br />called the workshop to order at 5:00 p.m. <br /> <br />PRESENT: Tom Wilharber <br />Laura Helmbrecht <br /> <br />Laura Powers-Rasmussen <br />Theresa Brenner <br /> <br />ABSENT: <br /> <br />Sanna Buckbee <br /> <br />STAFF/CONSULTANTS: Trudi Breuninger <br />Dave Nyberg <br /> <br />Paul Palzer <br />Jim March <br /> <br />WORKSHOP <br /> <br />Administrator Reports I Updates <br /> <br />Jim reported that they were still waiting to put the stub in for Mr. Opp until a <br />determination whether his property is buildable or not. RCWD has a new set back <br />requirement of 100 feet. <br /> <br />Jim commented that a safety issue regarding manholes had been properly reported and the <br />chain of command properly followed. And assured them the safety issue had been <br />addressed. <br /> <br />Employee Issues <br /> <br />Jim started his presentation by providing the Centerville tax rate and comparing that to <br />other city tax base data. <br /> <br />Jim then provided the council with a graph of33 small cities in comparable size, they <br />range in population of 2000 to 2500. Out of the 33, 20 are higher in total tax capacity and <br />12 are lower. <br /> <br />The next chart compared the total tax capacity rate between $800,000 and $1,050,000 - <br />Centerville is at $895,079. Populations in this comparison range up to 5220. <br /> <br />Jim was demonstrating that Centerville is a growing community. Jim passed out a memo <br />prepared by Paul Palzer showing the building permit forecast. This memo address current <br />and future known developments. <br /> <br />, <br /> <br />Jim also provided council with a list of current wages of city employees, job description <br />for Ken Cook and a point range determination for the position.
