has been working for the city since October 16, 1995, and with the hours he has been
working he should have been offered full time benefits.

-

Currently Ken is spending approximately 30% of his time with building inspections and
70% as Administrative Assistant. It was noted that these percentages can change with the
number of developments. Jim mentioned that the point range was determined the way it
has been in the past, using the above noted percentages.

Jim explained that he had been in contact with Faith from Employee Relations and
Centerville is currently in compliance, however the city's next report will be due January 1,
1997.

One of the purposes for doing the charts was to compare the rates of pay with cities that
compare to Centerville's tax capacity rate.

The League stated that most cities average an increase of2.5-3%.

Some positions may be under compensated, but the city needs to stay in compliance with
comparable worth.

Jim mentioned he is working on the sick pay and leave policy.

~

Mary Jo suggested making Paul an exempt employee. Jim stated he may become exempt
with the union issue.

The Union representative will be meeting with the employees to discuss issues prior to
meeting with Jim. A consultant can be used for collective bargaining contract discussions.
Jim noted that he will be doing as much as he can without using the consultant.

Theresa questioned the city hall hours if Ken was going full time and with a full time
Administrator now on board. Jim stated the new city hall hours would be Monday
through Friday 8:00 a.m. to 4:00 p.m.

Sanna stated Ken could also assist Danell with utility billing. Jim commented that it
should be looked at to contract utility billing, meter reading, etc. out.

The council commended Jim on the information he provided for the workshop.

MOTION by Brenner, second by Helmbrecht to close the workshop at 5:55 p.m. Motion
carried unanimously.

REGULAR MEETING

Called to order at 6:05 p.m.

~

APPROVAL OF MINUTES

CC6-26MM.WPS

2
