City of Centerville <br />Council Meeting Minutes <br />December 12, 2007 <br /> <br />Absent, no report given. <br /> <br /> <br />2.Downtown Redevelopment <br /> <br />Mayor Capra requested that City Attorney Glaser set up a meeting with the Beard Group <br />for December 20, 2007, at 6:30 p.m. She stated that the alternate date is December 26, <br />2007, after the regular City Council meeting. <br /> <br />Mayor Capra requested that Finance Director Meyer to inform the City Clerk for posting <br />this work session. <br /> <br />City Engineer Statz called attention to the updated bound copy of the Centerville <br />Downtown Redevelopment Plan. He commented that an Environmental Impact <br />Statement is not required. <br /> <br /> <br />3.Complaints (Neighbor Retaliation) to Announcements/ Updates <br /> <br />Mayor Capra stated that she met with staff concerning neighbor retaliation complaints. <br /> <br />Public Works Director Palzer pointed out that a great deal of staff time and $8,000 to <br />$10,000 of City Attorney and City Engineer fees are spent dealing with neighborhood <br />complaints and retaliation. He questioned whether there was a better way to deal with <br />these problems. <br /> <br />Councilmember Broussard asked what types of issues in particular he is referring to. <br /> <br />Public Works Director Palzer commented that they are generally ordinance violations. <br />He stated that he would like to see the CSO Officers deal with ordinance violations and <br />issue citations. <br /> <br />City Attorney Glaser explained how this could be done. He stated that it is a careful <br />balance and there comes a point that you do not discourage the use of Public Services. <br /> <br />Discussion ensued. <br /> <br />Mayor Capra stated that a work session would be held in early 2008 to decide how to <br />deal with these violations and establish a procedure to follow. <br /> <br />Councilmember Broussard commented that the Planning and Zoning Commissioners <br />should also be involved in the work session. She requested that Public Works Director <br />Palzer compile a list of the most common violations prior to the work session. <br /> <br />City Attorney Glaser recommended that people consider using County Mediation <br />Services. <br /> <br /> Page 8 of 9 <br />
