Holiday Party

MOTION by Councilmember Helmbrecht to approve the set agenda with noted changes. Motion
seconded by Councilmember Brenner. Motion carried unanimously.

UNFINISHED BUSINESS

20th Avenue Update - Mr. Nyberg
An informational report was received from Mr. Nyberg on the 20th Avenue infrastructure. This
report is divided into five areas: General review of plans, Met Council environmental services
issues, Lino Lakes coordination, Easements and Future issues. Mr. Nyberg reported a meeting is
scheduled with Lino Lakes on December 12, 1997.

~

Mr. Nyberg gave a summary of the general plans to develop and construct the interconnect. Mr.
Nyberg added the Metropolitan Councils environmental service issue included the forcemain
alignments, a gravity sewer along Main Street, and the time schedule for Centerville, Lino Lakes
and the Metropolitan Council. The Metropolitan Council plans to update their system by the end
of 1999. Mr. March noted in the Lino Lakes minutes it was stated they are interested in entering
into a joint powers agreement with Centerville. Mr. Nyberg reported the meter vault will serve
Centerville and potentially be used as a back up system to the Lino Lakes system. Mr. Nyberg
suggested Centerville meet with Lino Lakes to develop an agreement and discuss the meter vault.
In addition, the water is designed to go both ways, however, the issue is the cost. Mr. Nyberg
noted a key element of the cost is the hook up charge. Mr. Nyberg added there are several
scenarios but the best one will be based on how the industrial area develops.

Mayor Wilharber entertained the idea of the City constructing a new water tower and questioned
the time and cost involved. Mr. Nyberg estimated two years to build a water tower and the cost
to construct the interconnect or the water tower should be approximately $600,000.
Councilmember Brenner stated the City's intention was to fast tract the interconnect to provide
water service to the industrial district.

In a brief supplemental report, Mr. Nyberg addressed the infrastructure easements. Lake Area
Utilities would like to work with the City to do a land exchange for the needed easement.
Furthermore, the City will need to obtain an easement from Gerald Rehbein.

Also, included in the report were future issues of the potential developments. Mr. Nyberg said he
will give a progress report to the Council after the meeting with Lino Lakes. Also, HR. Green
can either send out for proposals and receive results within six weeks or put the plans on hold.

LaMotte Park Update
Councilmember Helmbrecht requested clarification on the LaMotte Park wetland delineation
addition of$15,000 to $20,000. Mr. Nyberg explained the soils are bad and he suggested the
parking lot be similar to a typical Centerville road section. Councilmember Helmbrecht suggested

~

5
