Mr. March reported at a past Park and <br />Recreation Committee meeting a Chain of Lakes Little League Representative voiced an interest <br />in helping with the LaMotte Park costs. <br /> <br />PETITIONS AND COMPLAINTS <br /> <br />United Waste Discussion (continued) <br />Mr. March briefed the Council on the City's refuse contract and the need to comply with the new <br />State law requirements. Mr. Ron Gersdorf(United Waste) eXplained some laws including volume <br />based fees and reporting requirements. Mr. March briefed the Council on the past contract <br />extension and recommended adjustments to the contract. <br /> <br />MOTION by Councilmember Helmbrecht to authorize Staff to meet with United Waste Systems <br />to come up with amendments to the refuse contract, then make recommendation to the Council. <br />Motion seconded by Councilmember Brenner. Motion carried unanimously. <br /> <br />The Score Funds - Randy Hagerty <br />Mr. Hagerty summarized the score fund reimbursement procedure to United Waste for their <br />recycling efforts. In addition, the County allocates the score funds to communities to defer the <br />cost of recycling efforts. However, disbursing the funds to waste haulers is not mandatory. Mr. <br />Hagerty requested to either eliminate or modify the disbursement. Mr. March asked, "Does <br />United Waste want the score funds?" Mr. Jeff Glewwe (United Waste) replied United Waste was <br />~ unaware of the funds allocations and would rather give the money back to the community. <br /> <br />MOTION by Mayor Wilharber to discontinue the score fund payments to waste haulers. Motion <br />seconded by Councilmember Helmbrecht. Motion carried unanimously. <br /> <br />NEW BUSINESS <br /> <br />Consideration for Public Works Position (Robert Westerlund) <br />Mr. Palzer gave an overview of the interview process for the public works position. The City <br />received thirty-six applications for the position. Mr. Palzer added a three-person panel was made <br />up of the administrator, intern and himself The selection process consisted of an interview and a <br />written essay. Mr. Westerlund stood out from all the other applicants. Mayor Wilharber <br />confirmed a criminal history and job reference check was completed. <br /> <br />MOTION by Councilmember Buckbee to approve Robert Westerlund as per the <br />recommendation from the Administrator and Public Works Director, contingent upon a favorable <br />drug test and physical. Motion seconded by Councilmember Helmbrecht. Motion carried <br />unanimously. <br /> <br />Holid2Q' Party <br />Councilmember Helmbrecht addressed the January 10, 1998 City's holiday party.
