_ CITY OF CENTERVILLE CITY COUNCIL SPECIAL MEETING JUNE 4, 1997 PRESENT: Tom Wilharber, Mayor Mary Jo Helmbrecht, Councilmember Theresa Brenner, Councilmember Sanna Buckbee, Councilmember ABSENT: Laura Powers, Councilmember STAFF: Jim March, City Administrator Ry-Chel Gaustad, City Clerk A special meeting was duly scheduled and called to order by Mayor Tom Wilharber at 5: lOp. m. Mayor Wilharber noted the special meeting was scheduled to discuss the Clerk! Administrators annual review and to discuss other city business. ~ The Council discussed retaining Mr. Jim Brimeyer to conduct the annual review, seek staff input, and/or using Mr. Brimeyer's evaluation forms as provided during the six-month review. Mayor Wilharber suggested implementing the Brimeyer evaluation format, but does not agree Mr. Brimeyer should be retained since he was retained in December. Also, the retainer for Mr. Brimeyer could be applied toward the Clerk! Administrators financial advancement. Mr. March suggested if all the employees review the Clerk! Administrator, then this should be done for all employee reviews. Mayor Wilharper called for a vote on the review procedures for the Clerk! Administrator. Councilmember Brenner favored retaining Mr. Brimeyer. Mayor Wilharber favored an independent evaluation among the council. Councilmember Mary Jo Helmbrecht favored using the Brimeyer format and staff input. Councilmember Buckbee suggested conducting an organization survey, to receive input from the staff. Councilmember Powers arrived at 5:38 P.M. The Council elected Councilmember Brenner to develop the city survey. The City employees will complete and return the surveys to Mayor Wilharber by Wednesday, June 18, 1997. Mayor Wilharber will compile the information and report the findings to the Council. 1
