<br />~ <br /> <br />A CPLPD night watch officer finds three snowmobiles in Centerville streets in the wee hours of the <br />morning. All three sleds had been removed from the owners yards. Suspects vehicle is found unoccupied <br />by the officer who leaves immediate area and waits. Four suspects are shortly thereafter apprehended by <br />the officer and charged with three counts of felony theft. The adult male in group confesses to the crimes. <br />All three juveniles refuse to talk or deny involvement. Charges are pending in court. <br /> <br />Again this year I was involved in many background investigation checks on police officer candidates. <br />Many who appeared after testing to be fit for employment, were rejected after conducting backgrounds, <br />because of improper and in some cases illegal activity/behavior. <br /> <br />I also continued in the role as scheduling officer for the department this year. As in years past this proved <br />to be quite a challenge, attempting to maintain proper street coverage as well as addressing other <br />important needs of the three communities such as investigations, DARE and COP (Community Oriented <br />Policing.) With illnesses and injuries, the officers at times were quite shorthanded. As we begin a new <br />year, our goal is to obtain several qualified part time peace officers to compliment our excellent hard <br />working staff. <br /> <br />As Deputy Chief/Investigator I wish to compliment the staff for another quality year of service and <br />commitment to the cities of Circle Pines, Lexington, and Centerville. I continue to appreciate the <br />leadership of our Commissioners and Chief VanBurkleo, and additionally appreciate the support <br />received by our elected officials. I would like to dedicate myself again to the objectives and ideals of the <br />Police Officer's Code of Ethics, and look forward to continuing my service to the citizens and <br />communities of Circle Pines, Lexington, and Centerville. <br /> <br />- <br /> <br />Respectfully Submitted, <br />Deputy Chief/Investigator Heckman <br />
