Mr. John Magill will be sponsoring the train again. Mr. Hagerty explained Theresa Brenner will be having an open house at City Hall. Mayor Wilharber asked Councilmember Brenner, "What she had in mind?". Councilmember Brenner explained last years she had information on the city, it was a nice place for people to stop and ask questions. Mayor Wilharber thought it was a good idea and suggested changing shifts with her. Councilmember Helmbrecht commented the band is a good idea if there is no congestion for the Fire Department. Mr. Hagerty concluded Carpenters Auto body donated $50.00 for Earth Day. Earth/Clean up Day April 19 - Mr. Hagerty reported Eagle Pass Developers donated $200.00 for the Earth/Clean Up day. Clean up will be from 9:00 to 11 :00 a.m. then a free lunch will be offered at Wargo Nature Center. In addition, a Girl Scout Troop called and would like to come on the Wednesday after April 19, to pick up around City Hall. To date there is about 20 volunteers to help out for Earth/Clean up day. l OLD BUSINESS: Sprinkler Ordinance - Mr. Nyberg explained the proposed sprinkler ordinance. Mr. March suggested an odd-even ban May through September and be more restrictive when needed. Councilmember Buckbee suggested a correction identifying city water system exempting persons using personal wells. Councilmember Brenner suggested educating citizens as soon as possible since this ordinance will go into effect May of 1997. Councilmember Buckbee suggested using the City sign to inform the citizens. Mr. March suggested lifting the ban in the evenings regardless if it is odd or even sprinkling days. Mayor Wilharber suggested having a final draft before the April 23, council meeting. Councilmember Helmbrecht suggested cutting down the fine amount of$50.00. Mr. Nyberg suggested warning residents twice then applying the fine. Mayor Wilharber asked "Is this a common procedure in other cities?" Mr. Nyberg replied yes, this is a common procedure. Mayor Wilharber suggested writing the sprinkling ban into ordinance form and have the Attorney review the ordinance. MOTION by Mayor Wilharber, seconded by Councilmember Buckbee to approve the proposed sprinkler ban. Motion carried. Seal Coat - Mr. Nyberg explained the estimated cost of the 1997 Seal Coat Project, including a cost estimate for Mill Road is $28900. If the Council elects not to seal coat Mill Road, the estimated costs are $24000. Mr. Nyberg explained if the costs for the project are less than $25000, state rules allow the project to not be publicly bid. However, because the costs are estimated to be so close to $25000, he would recommend bidding the project. It Councilmember Helmbrecht asked "What is in the budget?"
