Mr. Nyberg mentioned the Metropolitan Council <br />would rather work with city staff than have theCity place a moratorium on building. <br /> <br />Mr. Nyberg reported Rice Creek Watershed District (RCWD) is willing to work with the City to <br />provide additional street maintenance. RCWD requested the streets be swept before untreated <br />sand/debris flows into the creek. RCWD has approached the city for sweeping assistance. <br /> <br />Mayor Wilharber suggested coordinating street sweeping with Anoka County. Mr. March <br />reported, Mr. Palzer (public Works DirectorlBuilding Official) mentioned the streets are swept in <br />the spring, scheduling more road sweepings will eliminate part of the untreated run off <br /> <br />Mr. Nyberg suggested the Council consider adopting a shoreland ordinance since this needs to be <br />complete prior to Metropolitan Council approving the comprehensive plan. Further, the ordinance <br />could protect the natural resources and prevent additional contaminated run off Mr. March <br />reported the Metropolitan Council is in receipt of the City's Water Comprehensive Plan, however, <br />the plan is pending receipt of a letter of map revision (LOMR) from FEMA. Mr. Nyberg <br />mentioned RCWD has a sixty-day approval process, and the target date is the end of the year. <br /> <br />Stormwater Fee: <br />Mr. Nyberg gave a brief overview of the stormwater utility fees. Mr. Nyberg suggested <br />implementing a stormwater fee on developments, due to the direct impact on the creek. <br />Mr. Nyberg briefly discussed storm sewer depreciation and stormwater pond sediment removal. <br /> <br />Mr. Nyberg indicated MSA has documented the stormwater fees and the records indicate the <br />largest impact has been created by developments. Mr. Nyberg mentioned he will have some hard <br />figures in the near future and the City Attorney will be looking at the fee schedule. Further, Mr. <br />Nyberg suggested the city charge $4.00 instead of$2.00 for drainage fees. <br /> <br />Utility Issues on 20th and 21st Avenues: <br />Mr. Nyberg described the possible options to service the south side of the industrial park. A <br />meeting has been scheduled with the City ofLino Lakes to discuss a possible joint adventure to <br />service the industrial park with an interconnection. Another option is to lay the utilities on the <br />proposed 21st Avenue extension connecting to Cedar Street and cross from the west to the east <br />and service 20th Avenue. Mr. March commented the industrial park will be serviced if either <br />option is elected. Mayor Wilharber questioned the likelihood of additional MUSA being granted <br />by the Metropolitan Council ifLino Lakes and Centerville worked together on an extension. <br /> <br />Peltier Lake Drive: <br />Mr. Nyberg stressed a need to address improving Peltier Lake Drive road and providing utilities. <br />Mr. Nyberg suggested providing water to Lakeland Hills Development and suggested the <br />watermain should be looped to prevent a one way operation. Mr. Nyberg mentioned, Mr. Mike <br />Black may request utility service down Peltier Lake Drive and will compensate the City for the <br />cost to cross the creek. <br /> <br />~ <br /> <br />2 <br />
