<br />CITY OF CENTERVILLE <br />CITY COUNCIL <br />WORKSHOP MEETING <br />MARCH 19, 1997 <br /> <br />PRESENT: Tom Wilharber, Mayor <br />Theresa Brenner, Councilmember <br />Laura Powers-Rasmussen <br /> <br />ABSENT: Sanna Buckbee, Councilmember <br />Mary Jo Helmbrecht, Councilmember <br /> <br />STAFF/CONSULTANTS: Jim March, City Administrator <br />Ry-Chel Gaustad, City Clerk <br />David Nyberg, City Engineer <br /> <br />--------------------------------------------------------------------- <br />--------------------------------------------------------------------- <br /> <br />A workshop was duly scheduled and called to order by Mayor Tom Wilharber at 6:00 P.M. <br /> <br />1997 Seal Coat Proiect: <br />David Nyberg (City Engineer) gave a brief overview of the proposed 1997 seal coat project. <br />Mr. Nyberg suggested sealcoating; Mill Road, Old Mill Road, North and South Robin Lane, <br />Cardinal Drive, 73rd Street, Quebec Street, City Hall parking lot and areas of Peltier Lake Drive. <br />Mr. Nyberg suggested not sealcoating Mill Road if the Council is considering reconstructing the <br />road within two years. <br /> <br />"Would Peltier Lake Drive road reconstruction and sealcoat be assessed to the properties?" asked <br />Councilmember Brenner. Mr. Nyberg replied, a portion of the cost will be assessed to the <br />properties, however, the city will not be able to assess 100% of the cost for road improvements. <br /> <br />The Council discussed sealcoating Peltier Lake Drive and Mill Road and concluded to seal coat <br />Mill Road and parts ofPeItier Lake Drive. <br /> <br />Surface Water Management Plan: <br />Mr. Nyberg reported along with himself, a representative of the Metropolitan Council, Dean <br />Johnson and Jim March met and discussed submitting a proposed Surface Water Management <br />Plan (SWMP), for Met-Councils consideration. Mr. Nyberg would like to be prepared to update <br />the lift station off LaMotte Drive in the spring of2000. <br /> <br />Mr. Nyberg explained the section on erosion control. Certain agencies will be reviewing the <br />plans for a period of time, and intrim, the City could update the SWMP to include a shoreland <br />ordinance. <br /> <br />~ <br /> <br />Mr. Nyberg noted Lakeland Hills may be affected by the SWMP. Adding, future growth will be <br />an area for consideration by the area's agencies. Councilmember Brenner questioned placing a <br />
