The 400,000 gal. water tower will be
constructed by year 2000. In addition, assuming that the wells are down then the water tower
will provide adequate storage capacity. Mr. Nyberg suggested, an odd-even sprinkling ban during
days at 90% of pumping capacity, although if the city uses 100% of the pumping capacity a
sprinkling ban is required. Mr. Nyberg suggested adopting a sprinkler ban ordinance to maintain
some type of control. Ms. Force mentioned cities usually establish a team for city sprinkling bans.
Mayor Wilharber asked, "Whose normally on the sprinkling ban team?" Ms. Force replied,
usually the water superintendent spearheads the program.

Ms. Force discussed changes to Chapter 7, Interconnect. Ms. Force discussed using the
interconnect in conjunction with the water tower. Mayor Wilharber understood the interconnect
will be used in emergency situations. Mr. Nyberg agreed the interconnect will be used as a back
up after the water tower is in place.

MOTION by Brenner, seconded by Helmbrecht to approve the highlighted changes to the
Surface Water Supply Plan (SWMP) and to submit to the Met Council and Minnesota
_ Department of Natural Resources.
