. ,

worker and a self-starter.

~

Mr. Palzer pointed out Mr. Danielson is the only full-time public work's employee. Several
months ago Mr. Palzer requested vacation on the following Thursday and Friday which currently,
Mr. Danielson is "on call" to plow snow. Also, if employment is terminated, nobody will be
available to plow snow. Mayor Wilharber requested Mr. Palzer make a recommendation on this
situation. Mr. Palzer recommended a letter be placed in Mr. Danielson's employee file and that
an apology letter be sent to the LaMotte family. However, Mr. Palzer indicated he will follow
Council direction.

Councilmember Helmbrecht questioned if the city has received letters in regards to Mr.
Danielson's performance. Mr. Palzer replied the City has not received any letters on Mr.
Danielson's behalf, but the City has received complementary phone calls. Neither, Councilmember
Brenner nor Councilmember Buckbee had questions for Mr. Danielson.

Mayor Wilharber stated citizens look to the City for public trust. Mayor Wilharber felt uneasy
since this is the second occurrence within one year. Mayor Wilharber suggested Mr. Danielson be
accompanied by a city employee whenever entering residents homes, and an apology letter be
sent to the LaMotte family. Mr. Hellings explained Anoka County has a four hour "PERT
Program" which deals with persons who have problems with small theft and recommended the
PERT program if the Council elects discipline short of termination. Councilmember Buckbee
questioned the unions' position on this situation. Mr. Hellings replied the union has not
responded. Mr. Palzer commented the union would not get involved. Mayor Wilharber
questioned the possibility of dismissing Mr. Danielson. Mr. Palzer mentioned if the Council
elected dismissal, he would have to rearrange his personal commitments or find a replacement to
plow the roads.

MOTION by Mayor Wilharber to place Mr. Danielson on a twelve-month probation with the
stipulation that Mr. Danielson attend the Anoka County PERT program, only being allowed to
enters residential homes only when accompanied by another city employee, and send a letter of an
apology to the LaMotte family. Motion seconded by Councilmember Helmbrecht. Motion
carried unanimously.

Mr. Hellings suggested the motion be conditional to Mr. Danielson's completion of the PERT
program within 60 days.

MOTION by Mayor Wilharber to amend the original motion to include Mr. Danielson complete
the PERT program within 60 days. Motion seconded by Councilmember Helmbrecht. Motion
carried unanimously.

MOTION by Mayor Wilharber to close the meeting. Motion seconded by Councilmember
Helmbrecht. Motion carried unanimously.

Meeting closed at 5:55 p.m.
*****************************************************************************
