<br />City Council Meeting January 22, 1997 <br /> <br />4 <br /> <br />* Letter from Police Department regarding snowmobiling <br /> <br />Buckbee requested a snowplowing budget and an idea where the funds will come from if <br />the city goes over budget. <br /> <br />MOTION by Buckbee, seconded by Helmbrecht to approve the set agenda. Motion <br />carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS: <br /> <br />APPEARANCES: <br /> <br />OLD BUSINESS: <br /> <br />Review of Growth Management - Helmbrecht questioned the high density classification on <br />the Tourville property. Brenner suggested excluding high density from Tourville property <br />and perhaps place it on the church property. March spoke with a possible developer for <br />the Tourville area and he was intending on single family homes. <br /> <br />March discussed a prospect business which was looking at the property south of Eagle . <br />Trucking. March received a letter from the prospect business, the area of interest has ~ <br />been limited to Centerville, Lino Lakes, White Bear Township and Vadnais Heights. <br />March mentioned he will indicate in a letter the city's fees and state the costs are <br />negotiable. Wilharber asked if it would be a problem to rezone the property. March felt it <br />wouldn't be a problem. Helmbrecht asked what type of business was it? March <br />understood it's a precision machining company which would employee approximately 50 <br />employees. Further, in regards to the timeline, they would like to break ground by spring <br />and be in by fall. Helmbrecht asked if TIF would be available. March had been in contact <br />with Sid Inman. <br /> <br />March spoke with Dean Johnson and Dean suggested if the senior housing location is <br />holding up the comprehensive plan, don't wait. He recommends submitting the plan for <br />final approval now. If a site for senior housing is chosen in the future, Dean indicated that <br />there is a very simple one page form that needs to be completed to process a plan <br />amendment. He added that the Met Council would in no way hesitate to allow an area to <br />be rezoned from low-medium density to high density for senior housing. <br /> <br />MOTION by Brenner, seconded by Helmbrecht to adopt the City of Centerville <br />comprehensive plan subject to the Metropolitan Council review and approval and <br />contingent upon the addition of one additional housing policy specifying the desire to <br />reserve a percentage of undeveloped property for step-up housing and move the high <br />density area onto the church property.
