City Council Meeting January 8, 1997

Council elected to have a workshop on February 4, 1997 at 5: 00 PM for the surface water
management plan.

Watermain Interconnect and Sanitary Sewer Feasibility Study-
Nyberg gave a summary on the different proposals and reviewed assessment options.
Buckbee suggested Staff & Engineer met with property owners and bring the results back
to the council.

MOTION by Buckbee, seconded by Brenner to table the watermain interconnect and
sanitary sewer feasibility study. Motion carried unanimously.

MOTION by Powers-Rasmussen, seconded by Brenner to recess at 8:53 PM. Wilharber
yes, Helmbrecht nay, Buckbee nay.

Council reconvened at 8:57 PM.

Automotive Drive Line Services -
Mr. Jim & Craig Kozar, 7095 21st Avenue South, presented blue prints for the proposed
AD.L. building. March indicated the building meets the minimal building size
requirements within the industrial lots.

t

Jim Kozar questioned the water pressure for the sprinkler system and the 1994 building
code which requires a sprinkler system. He felt since the cost to install a sprinkler system
runs about $20,000, it would be economically beneficial not to install one. Craig Kozar
discussed the theory behind the parking area. For every 800 sq. ft. in the garage they
allotted one parking spot, for every 300 sq. ft. of office space they allocated a parking
spot, plus they added a few extra parking spots for future expansion.

Brenner asked about the Planning and Zoning recommendation? March reported the trash
containers would have to be enclosed with a fence. Second no fence would be needed
between the north and south property (Noble Welding). Buckbee suggested the building
stay consistent with previous industrial buildings.

MOTION by Buckbee, seconded by Helmbrecht to approve the AD.L.'s site plans dated
December 3, 1996 as submitted and the building stay consistent with previous industrial
buildings. Buckbee continued approval contingent upon Engineers review, approval and
City staff work with the property owners on a special use permit. Motion carried
unanimously.

City Appointments Resolution 97-01

March received a letter from the Cable Commission requesting an Elected Official be the
liaison instead of a residential representative.

~

5
