<br />unanimously. <br /> <br />Councilmember Powers pointed out the City ordinance states, curb and gutter is required on new <br />housing developments and requested curb and gutters be included in the senior housing project. <br /> <br />MOTION by Councilmember Buckbee to authorize Staff to contact and inform the Anoka <br />County BRA that the City of Centerville desires curb and gutters to be included in the senior <br />housing project. Motion seconded by Councilmember Helmbrecht. Motion carried unanimously. <br /> <br />Councilmember Powers left the Council Chambers at 7:20 p.m. <br /> <br />Eagle Pass Construction Issues <br />Mr. Nyberg gave the Council a full report on the Eagle Pass road construction. Mr. Nyberg <br />explained the drain tile problem on Dupre Road. In the final analysis, Mr. Nyberg addressed a <br />letter from the contractor (c. W. Houle, Inc. ) whom is responsible for the road construction in <br />this development. (Exhibit A & Exhibit B) <br /> <br />Councilmember Powers returned to the Council Chambers at 7:34 p.rn. <br /> <br />Engineering Review <br />The Council discussed authorizing Staff to compile engineering proposals. The Council suggested <br />Staff set up a workshop and develop strategies to search for an engineering firm. In addition, the <br />Cour:cil requested an outline of what current engineering projects the city is working on. <br /> <br />MOTION by Councilmember Helmbrecht to authorize Staff to outline qualifications for <br />engineering services to be reviewed at a workshop. Motion seconded by Councilmember <br />Brer:::er. Powers aye, Brenner aye, Helmbrecht aye. Buckbee nay. Motion carried. <br /> <br />Lakeland Hills Project <br />Mr. Nyberg summarized the developer's request to change the geotextile fabric on a specific <br />street section in the Lakeland Hills Project. Mr. Nyberg explained if the council revises the <br />approved plans to eliminate the drain tile in this specific area the city would be deviating from the <br />city's past practice. Mr. Black stated the city ordinance requires a 7-ton road. The ordinance <br />does r.ot indicate drain tile nor geotextile fabric. Mr. March explained the ordinance was <br />designed to include geotextile and other materials as the city deems necessary. <br /> <br />MOTION by Councilmember Powers not to require Lakeland Hills to put in the geotextile fabric. <br />Motion died for lack of a second. <br /> <br />Mr. Black stressed the drain tile requirement is an "over kill in design" from an engineering <br />perspective and from a developer perspective it is a waste of $17,000. <br /> <br />Councilmember Helmbrecht suggested requiring the developer provide a four-year warranty on <br /> <br />t <br /> <br />5 <br />
