<br />~ <br /> <br />CITY OF CENTERVILLE <br />CITY COUNCIL MEETING <br /> <br />Thursday, September 4, 1997 <br /> <br />Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br />workshop on September 4, 1997 at City Hall. Mayor Wilharber called the workshop to order at <br />5:00 p.m. <br /> <br />PRESENT: Tom Wilharber, Mayor <br />Mary Jo Helmbrecht, Councilmember <br />Theresa Brenner, Councilmember <br /> <br />ABSENT: Sanna Buckbee, Councilmember <br />Laura Powers, Councilmember <br /> <br />STAFF: Jim March, City Administrator <br />Paul Palzer, Public Works Director <br />Troy Bonkowske, Intern <br /> <br />WORKSHOP: <br />Budget Proposal <br />City Administrator March pointed out this workshop was a preliminary discussion of next year's <br />operating budget. Mr. March then gave a summary ofthe budgeted line items. <br /> <br />Councilmember Helmbrecht asked Staff the amounts the City directly pays for engineering fees. <br />Mr. March responded most of the engineering costs are paid by the developer. Non-development <br />items such as watermain extensions and a new water tower are city-initiated expenses. Also, Mr. <br />March explained the slow progress of the water interconnection plans with Lino Lakes. <br />Councilmember Brenner asked Staff the status of the engineering review process. Mayor <br />Wilharber commented the review process is going to be lengthy and challenging due to several <br />development projects recently occurring within the City. <br /> <br />Councilmember Helmbrecht questioned Staff what items fall under capital outlays and the usage <br />of the municipal tanker. Mr. March and Palzer explained smaller equipment expenditures are <br />included in the capital outlays and not covered as a major capital improvement. Mr. Palzer <br />further suggested the City might want to sell the tanker before deteriorations accelerate. <br /> <br />Mayor Wilharber asked Mr. Palzer how he determined the estimated land acquisition and <br />construction costs for a future public works building. Mr. Palzer replied the land acquisition <br />figure depended on the location. <br />
