<br />Mayor Wilharber questioned whether current municipal water and sewer rates are adequate and <br />asked Staff to investigate charges. <br /> <br />~ <br /> <br />Mayor Wilharber asked for an explanation of Council/Staff conference fees. Mr. March <br />responded that the fees were based on the previous year's expenditures. Also, Wilharber <br />questioned the quality oflegal service the City receives. Staff also questioned the service and <br />agreed the accuracy oflegal fees should be investigated. <br /> <br />Mayor Wilharber suggested funding for the 1987 Street and Municipal Building bonds be <br />increased $10,000 each to further reduce balances. Councilmember Helmbrecht agreed. Mr. <br />March stated that he would talk to the auditors about the impacts of such increases. <br /> <br />Councilmember Brenner asked Staff about costs for long term maintenance to the City's roads. <br />Mr. Bonkowske explained city engineers have scheduled sealcoating for certain roads in 1999. <br /> <br />Mayor Wilharber questioned the budget increases to the Economic Development Commission and <br />the Downtown Revitalization effort. Mr. March explained that certifying the downtown into a <br />redevelopment district would help restoring businesses and revitalizing the whole area. <br />Councilmember Brenner agreed. <br /> <br />An informal prioritization ofthe items in the Capital Improvements Plan was completed. <br /> <br />Mayor Wilharber and Councilmember Helmbrecht again suggested the need to increase the 1987 <br />Street and Municipal Building bonds and questioned what effect the increase would have on the <br />City's tax rate compared to other Anoka County cities. Mr. March responded he would add the <br />additional amounts as discussed in the preliminary budget for the initial certification process. <br /> <br />Councilmember Brenner asked that $3,500.00 be added to the Economic Development <br />Commission budget to compensate for the Minnesota Design Team. Councilmember Helmbrecht <br />and Mayor Wilharber agreed. <br /> <br />Councilmember Brenner moved to adjourn workshop. Seconded by Helmbrecht.
