<br />- <br /> <br />Powers stated the Council has a responsibility as Elected Officials to the community to take under <br />consideration eighteen year old kids driving in our community, who may be intoxicated. Mr. <br />DeFoe commented there is sound advice in the Chiefs recommendations. However, he will do <br />what the community advises. Mr. DeFoe added, he is happy to work with ChiefVanBurkleo and <br />the City to satisfy any requirements to secure the liquor license, but Waterworks can comply with <br />the recommendations without the contingencies on the liquor license. <br /> <br />Mayor Wilharber noted the Police Departments recommendations were attached to the 1997 <br />liquor license, if the Council deems it necessary they can attach regulations on the 1998 liquor <br />license. <br /> <br />Mr. Hellings suggested implementing a licensing policy for larger liquor establishments (ten <br />employees on staff at one time) that they must complete training as directed by the Chief of <br />Police. Mr. Bisek questioned the City if the restrictions will be specific to liquor licenses' holders. <br />Mr. Hellings commented the regulations will be within State law. Councilmember Helmbrecht <br />suggested addressing this issue at the next Council meeting. Councilmember Brenner asked, "Can <br />the City put restrictions on Waterworks teen nights?" Mr. Hellings replied the City cannot limit <br />teen nights but if there are liquor violations the City can implement stipulations. Mr. DeFoe <br />stated he is happy to work with Staff to work out the stipulations so everybody is satisfied. <br />Councilmember Powers welcomed Mr. DeFoe back to the community and she would be happy to <br />work with him. <br /> <br />Local Government Consulting - Dorothy Person <br />Ms. Person distributed preliminary results of the Staff salary ranges and a level of hierarchy. Ms. <br />Person reported the City Clerk, Building Inspector, Deputy Clerk and Receptionist are being paid <br />less than the minimums in the market study. The report will be concrete after additional <br />information is received. Ms. Person planned to visit the Council in January with the final salary <br />and position recommendations. <br /> <br />Trio Inn Liquor License <br />The Council further discussed an alleged liquor law violation against the Trio Inn for selling <br />alcohol on Thanksgiving Day. The Council discussed waiting until the courts complete their <br />investigation before deciding on a penalty. Mayor Wilharber noted the City will have incurred an <br />expense and should be reimbursed. Councilmember Powers added the City should be aware of the <br />actual expenditures to prosecute the case and the Police Department's expense. After deliberation <br />the Council elected to table the issue until after the court judgement to ensure City expenses are <br />recovered. <br /> <br />MOTION by Councilmember Helmbrecht to table the Trio Inn liquor license concern until <br />resolution of the courts.
