Robert St. <br />St. Paul, Minnesota 55101 <br /> <br />Dear Mr. Mazanec: <br /> <br />Introduction <br />The City of Centerville is seeking an update to the Met Council 2030 forecasts for households, <br />population, and employment. The City has developed a plan that achieves Met Council policy <br />objectives outlined in the Regiooal Developmeot Framework. The plan includes a variety of <br />housing options, locates high density housipg along transportation corridors, protects natural <br />resources areas, establishes an efficient land use pattern to connect housing, jobs, and retail, and <br />achieves the Met Council density guideline of 3.0 units per net acre. However, to achieve the <br />City's objectives, including the development of a high-density, mixed-use downtown and a <br />sustainable population of over 5,000, the Comprehensive Plan needs to identify areas suitable for <br />more intense development. This new plan increased the number of projected households for the <br />City of Ceoterville. Therefore the City of Ceoterville is requesting that the Met Council increase <br />its forecasts to allow the City to plan flexibly and efficiently for future growth. <br /> <br />Background <br />The City of Centerville has been working over the past few months with the Planning <br />Commission and City Council to develop a draft future land use to guide growth to 2030. Part of <br />this effort includes incorporating the final Downtown master plan which was completed as part of <br />a separate planning effort. This plan includes the addition of roughly 370 new units in a mixed- <br />use downtown setting that also include retail and office uses. The goals, plans and design <br />framework for the new downtown can be found on the City's website, www.centervillemn.com. <br />During a goal-setting exercise conducted as part of the Comprehensive Plan update, the Planning <br />Commission and City Council ideotmed the developmeot of a vibrant, mixed-nse downtown as a <br />key goal to guide the developmeot of land use alternatives. The Syst\:m Statemeot for Centerville <br />was issued prior to the completion of the Downtown Master Plan and therefore likely does not <br />reflect this change in planned land use. <br /> <br />Another goal identified during the plan update is a sustainable population over 5,000. The City <br />desires to reach and or exceed this population goal in order receive Minnesota State Aid for <br />roadway projects and other benefits a City of this population may be eligible for. This effort <br />provides the City greater ability to serve not only existing residents but future residents with <br />additional funds to complete necessary projects.
