<br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held their regular meeting on tlednesday, <br />October 10, 1979 in the City Hall. Mayor Prachar called the <br />meeting to order at 8:00 pm. Present: Burque, L'Allier, Laska, <br />Attorney Burke; absent, Savela. <br /> <br />Leon L'Allier made a motion to accept the minutes of meetings <br />held September 26 and 27, 1979, Fran Burque seconded it, motion <br />carried. <br /> <br />Centerville Lions Club President Arnold Drewlo was in attendance <br />advising council that the Lions Club would like to commit both <br />financial and physical assistance in any projects that the city <br />should undertake in connection with the purchase of park property. <br /> <br />Joe LaCasse appeared before council with discussion on the grading <br />and excavating permit which he will need for the work he's doing <br />on his property. <br /> <br />Jim Husnick appeared before council with respect to building <br />permits for Peltier Hills Addition and advising when the utilities <br />will be put in the Addition. Leon L'Allier made a motion to <br />authorize the clerk to issue building permits for Peltier Hills <br />Addition, Fran Burque seconded it, motion carried. <br /> <br />Clerk read a letter from Mr. & Mrs. Frank Hentges with respect <br />to their building a pole barn to house a riding horse. They are <br />requesting a variance to Ordinance #10, Section I. V. Animals <br />because their property is only four acres. Leon L'Allier made <br />a motion to issue a special use permit for an indefinite period, <br />subject to review if needed, Fran Burque seconded it, motion carried. <br /> <br />Clerk brought council up to date on the proposed flood plain <br />ordinance. Floyd Laska made a motion to authorize the clerk to <br />change the wording in the ordinance as suggested by DNR to reflect <br />the elimination of the l' freeboard and submit to them for approval, <br />Fran Burque seconded it, motion carried. <br /> <br />Loitering ordinance was discussed. Floyd Laska made a motion <br />to adopt Ordinance #32, AN ORDINANCE DiFINING AND PROHIBITING <br />LOIT~RING, Leon L'Allier seconded it, motion carried. Copy of <br />ordinance is attached to and made a part of these minutes. <br /> <br />Floyd Laska made a motion to accept the high bid of $210. from <br />Richard Cartier for the 2000' of 2 x 12'8, Leon L'Allier seconded it, <br />motion carried. <br /> <br />Clerk read Change or work order #2 on the street improvement <br />project. Leon L'Allier made a motion to accept change order, <br />Floyd Laska seconded it, motion carried. <br /> <br />Clerk read Resolution certifying the 1979 levy on the street <br />restoration project. Leon L'Allier made a motion to adopt <br />Resolution, Floyd Laska seconded it, motion carried. Copy of <br />Resolution is attached to and made a part of these minutes. <br />Fran Burque made a motion to defer the assessment on the <br />street restoration project for the following parcels: PLAT 28019, <br />~ARC~L 0905 in the amount of $119.21 and PLAT 28019, PARCEL 1620 <br />ln the amount of $119.21, Floyd Laska seconded it, motion carried. <br />
