<br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held their regular meeting on Wednesday, <br />September 10, 1980 in City Hall. Acting Mayor Savela called <br />the meeting to order at 8:00 pm. Present were: L'Allier, <br />Laska, Attorney Hawkins and Engineer Williams. Absent: Burque. <br />Motion by L'Allier, second by Laska to accept the minutes of <br />the August 27 meeting, motion carried. <br /> <br />Council acted as canvass board on the election results of <br />September 9, 1980. <br /> <br />PETITIONS AND COMPLAINTS: Mr. & Mrs. Richard Carpenter were in <br />attendance complaining of kids loitering in the streets, around <br />his buildings and the quality and quantity of police protection <br />in Centerville. Discussion was held on forming a committee <br />of volunteers to study the policing problem in Centerville. <br />Anyone interested in being on committee should contact Clerk. <br />Mr. Carpenter also voiced problem he is having with the old <br />storm sewer system in Centerville. Walt Williams was instructed <br />to meet with Carpenter about same. Mr. Carpenter advised <br />council he didn't think he should have to pay his quarterly <br />sewer utility bill on his two buildings because they have not <br />been rented due to the storm sewer problem. Attorney Hawkins <br />advised him of the Section in Ordinance #30 referring to the <br />utility billing and clerk will certify the delinquent amount <br />on his buildings to the County Auditor on October lOth if it <br />is not paid by that date. <br /> <br />Walt Williams handed out the feasibility report on Improvement <br />#80-1 involving sewer extension on 20th Avenue. Motion by <br />Laska, second by L'Allier to adopt Resolution Receiving Report <br />and Calling Hearing on Improvement, motion carried. Copy of <br />Resolution is attached to and made a part of these minutes. <br />Notice of Hearing is also attached to and made a part of <br />these minutes. <br /> <br />Mr. David Alley of Timber Ridge Development submitted pre- <br />liminary plat of Futura Village which has been recommended <br />for approval by the P &Z. Mr. Alley reviewed rezoning <br />conditions plus the three conditions recommended by p. & Z. <br />Motion by Laska, second by L'Allier to approve the preliminary <br />plat of Futura Village with the following sti~ulations: (1) <br />contingent on Rice Greek ~atershed approval; (2) the homes <br />be owner occupied; (3) approval of development contract between <br />City and Timber Ridge Development including the rezoning <br />conditions outlined in same; (4) erection of only four models <br />in project until final approval of project; (5) our city <br />engineer will do the inspecting of street construction, utilities <br />and sanitary sewer installation; (6) park land dedication will <br />be in form of $100. per lot or $4,300. paid to city at time of <br />final approval, motion carried. The council consensus was <br />Futura Homes could work with our city attorney, city engineer <br />and city staff in developing project and would deposit monies <br />into general fund to take care of their fees. <br />
