<br />Pursuant to due call and notice thereof, the City Council <br />of the City of Centerville held their regular meeting on <br />Wednesday, April 8, 1981 in the Centerville City Hall. <br />Mayor Savela called the meeting to order at 7:00 pm. Present <br />were: L'Allier, Laska, Murray and Wilharber. Motion by <br />L'Allier, second by Wilharber to accept minutes of the March <br />25, 1981 meeting, motion carried. <br /> <br />P~TITIONS AND COMPLAINTS: Dogs running loose in City, <br />cars parking on Mound Trail, Clearwater Drive not black- <br />topped, hole on lot 2, block 2, Peterson's Old Homestead <br />Addition not filled in as yet. ~ <br /> <br />Preliminary plat of Gardner ~states was discussed. James <br />Gardner advised city council the drainage easement requested <br />by council has been secured from Albert L'Allier, Walt <br />Williams, City Engineer, went over items recommended for <br />completion as part of the easement agreement between Mr. <br />L'Allier and Gardner-Seim Construction. They are as follows: <br /> <br />1. Al L'Allier will provide the City of Centerville with <br />a 20'-0" drainage easement along his west property line from <br />the Gardner-Seim property to the center of the existing ditch. <br />2. Gardner-Seim will construct a ditch to be located in the <br />20'-0" drainage easement. The plan and profile of this ditch <br />shall be approved by the City ~ngineer. <br />3. Gardner-Seim will have their surveyor. profile the existing <br />ditch from the proposed easement to Mill hoad. Also, they <br />will have their ~ngineer compute the culvert. sizes required <br />for the two existing driveway culverts. <br />4. Gardner-Seim will then hire a contractor. to dig out any <br />high spots and cleanout the existing ditch. The cleanout <br />will mean using a tractor backhoe to construct a clean <br />bottom along the entire length of the existing ditch (from <br />Mill Road to proposed 20'-0" easement). <br />5. If the existing driveway culverts are small, they shall <br />be replaced with 20'-0" CMP culverts of the proper diameter. <br />They will be provided with aprons. <br />Councilman Murray read letter as his opinion on the Gardner <br />situation. Clerk read letter that was circulated to several <br />residents of Centerville concerning the erecting of homes in <br />the proposed Gardner Estates. Letter is attached to and <br />made a part of these minutes. Several statements were made <br />by the following persons in the audience: <br />1. Dan Bloomquist - attorney for Gardner-Seim Construction. <br />(Councilman Murray responded to Mr. Bloomquist's remarks). <br />2. James Gardner - Gardner-Seim Construction. <br />3. Valerie Carpenter - 7235 Mill Road. <br />4. Michael Ayers - 1793 Center Street. <br />5. Joe Perkowski - 7231 Mill Road. <br />6. Mr. Bloomquist - attorney for Gardner-Seim Construction. <br />(Councilman Murray responded). <br />7. Kathy Welk - 7219 Mill Road. <br />8. Carol Goff - non-resident. <br />
