Site buffering, landscaping and design criteria will also <br />be evaluated. <br /> <br />Downtown Master Plan & Development Guidelines <br /> <br />The Downtown Area Master Plan & Development Guidelines propose recommendations <br />that will reinforce and guide public/private Investment in a manner that will strengthen <br />the viability of the area and recommend Downtown Centerville as a community <br />destination of the highest quality. The Master Plan is Intended to guide the form and <br />character of development within downtown for the next twenty years. Beginning In the <br />summer of 2005, and approved by the City Council In January of 2006, the master plan <br />Includes a set of design guidelines and zoning amendments. The purpose of the Master <br />Plan & Development Guidelines Is to establish an appropriate framework for future <br />redevelopment of downtown as a vibrant Mixed-Use destination, to Incorporate: <br /> <br />. An overall vision for redevelopment of the area, Including the pattern, form and <br />character of new development and open space In the Interest of creating a cohesive <br />Traditional Mixed-Use Downtown Mixed-Use neighborhood and downtown area. <br />. A framework of transportation improvements needed to support the redevelopment <br />of the area and to create appropriate levels of parking as well as vehicular, bicycle <br />and pedestrian access to the downtown. <br />. A set of design standards to guide the architectural quality of new development <br />within the downtown area. <br /> <br />The master plan was also coordinated with the plans for the redesign and expansion of <br />County State Aid Highway 14 (Main Street). The master plan integrated efforts to calm <br />treffic, provide a safe pedestrian environment and provide guidelines for buildings that <br />respected the pedestrian scale and encouraged walkabllity. <br /> <br />The Metropolitan Council currently classifies Centervllle as a 'Developing Community". <br />The Downtown Master Plan specifically addresses some of the reqUirements that the <br />Met Council asks Developing Communities to fulfill. These include: <br /> <br />. Planning for and guiding Infill development, redevelopment, and adaptive reuse of <br />structures to diversify housing, connect housing to jobs, and Integrate new <br />development Into existing neighborhoods. <br />. Increasing Ilfecycle and affordable housing opportunities. <br /> <br />Employment <br /> <br />According to the Metropolitan Council, the City had 363 jobs in 2000. According to the <br />MnPro Community Profile, most of the major employers In Centervllle can be classified <br />as servlca sector jobs, Including food servica, gasoline stations and grocary stores. <br />Infrasource and Northern Forest Products are the two major employers In the City that <br />do not fall into that category. Further employment opportunities are anticipated to <br />include retail, manufacturing, servica and office positions. <br /> <br />Forecasting employment involves numerous criteria. The level of retail development <br />may follow the extent of residential activity. The amount of retail development In <br />adjacent communities will also impact the potential in Centerville.
