<br />DRAFT <br /> <br />Land Uss <br />City of Centervlfle <br />2030 Comprehensive Plsn <br /> <br />Residential Uses <br />A primary concern for the City regarding residential uses is to protect and enhance the <br />existing housing stock and to allow new residential developments that contain low, <br />medium and high density housing as appropriate. The residential areas currently served <br />by utilities consist primarily of low density single family detached housing. Existing <br />available land for residential development is either contiguous with areas presently <br />served by pUblic utilities, or is within areas guided for redevelopment such as the <br />Downtown Area. It Is assumed that public utilities will be extended to new residential <br />development as appropriate and in a contiguous manner. <br /> <br />The Future Land Use Plan (Figure 15) Includes four land use categories for residential <br />uses: low, medium and high density residential, and mixed use. These land use <br />categories are described below. <br /> <br />Low Density Residential: These areas are composed of detached, single-family <br />homes. The density will average three to five units per acre without taking into account <br />wetlands, right of way and other undevelopable land. <br /> <br />Medium Density Residential: These areas are composed of a mixture of detached <br />and atteched single-family units. The density will average five units per ecre. When <br />developments take place through PUD or over larger land areas, higher density portions <br />should be concentrated near major transportation corridors or neighboring areas of hlgh- <br />density development. <br /> <br />High Density Residential: These areas are composed of primarily attached units in <br />multi-story structures. The density will be twelve units pre acre and greater. <br /> <br />CBD/Mlxed-Use: These areas are composed of both residential and commercial uses, <br />usually in a vertlcel mixture (ground-floor retail with residential above). The density wliI <br />be eight units per acre and above. These areas provide buildings that are close to the <br />street, with particular focus on providing a pedestrian-friendly environment. The <br />Downtown Master Plan contains detailed plans and design guidelines for these areas. <br /> <br />The areas proposed for residential growth during the planning period include medium <br />density development in the southern portion of the City on what is currently some of the <br />last remaining agricultural land, low density development east of Mill Road and north of <br />Revoir Street, and high density and mixed use development at various locations in the <br />City including the downtown redevelopment area. <br /> <br />Commercial Uses <br />The Future Land Use Plan identifies appropriate locations for commercial uses and <br />Mure development opportunities. There Is one land use category for commercial <br />development (other than the CBD/Mixed Use category previously described). The City <br />will encourage clustering of commercial development, as opposed to strip developments, <br />in an effort to minimize highway access concerns, to strengthen the viability and <br />marketability of co-Iocated services and to minimize the Impacts on the natural <br />environment of the City. <br /> <br />The existing commercial areas will continue to develop in the City, with continued <br />expansion of the current commercial area west of CSAH 21 and County Road 54, north <br /> <br />58 <br />
