<br />uu"", <br /> <br />DRAFT <br /> <br />Transportation <br />City of Cantervllle <br />2030 Comprehensive Plen <br /> <br />Need to ExDend Facilities <br />The City will experience growth In two major areas. The first Is In the small sections of <br />undeveloped land within the City. These development areas do not represent large <br />enough amounts of potential trefflc to tax the local and regional transportation systems. <br />The City also plans to redevelop Its downtown area. This redevelopment proposal was <br />large enough to trigger an Environmental Assessment Worksheet (EAW). The <br />conclusion of the EAW, with regard to transportation Issues, was that the local and <br />regional roadway system could handle the Increased densities In the downtown area <br />with minor modiflcetlons In the Immediate area, such as the addition of tum lanes, etc. It <br />also concluded that the redevelopment was not the primary causa of the need for these <br />Improvements, but rether that It was regional growth. <br /> <br />Growth projections are In line with those shown In the System Statement. <br /> <br />Potential Safety Issues <br />The City does not anticipate any specific safety Issues within Its jurisdictional roadway <br />system as a result of growth. Policies regarding access management, geometric daslgn <br />and signage anforced by the City on Its existing and planned roadways help maintain a <br />safe local transportation system. <br /> <br />A number of sidewalk and trail projects are In the planning or construction phasa In an <br />effort to Increase pedestrian safety. A curb and trail along the aast side of Mill Road will <br />allow separation of pedestrians from this higher volume local roadway. Improvements In <br />the Downtown area are slated to meet the same goal. <br /> <br />Tha City has applied for funding through the Safe Routas to School program for the <br />Installation of a grade-saparated pedestrian crossing of CSAH 14 near Clearwater <br />Creek. <br /> <br />Access Manaaemenl <br />The City understands that access management for state and county roadways Is under <br />thalr respective jurisdictions. Both MNDOT and Anoka County have their own access <br />managemant policies applicable to each of their roadway systems, raspectlvely. The <br />City maintains Its own policies on access to its local roadway network. These policies <br />are similar to those of the Anoka County and the Stata of Minnesota but ara more <br />appropriately fonned for a local municipal roadway system. <br /> <br />Bike and Pedestrian Plan <br /> <br />The City maintains pollclas which support the daslgn of safe and afflclent trails <br />throughout the City along existing and developing roadways as well as through off-road <br />corridors. A map of the City's existing and proposed trails is shown in Figure 5. More <br />detailed goals and policies regarding trails can be found In the Parks and Trells section <br />of this plan. <br /> <br />The planned redevelopment of the downtown area will have a distinct pedestrian friendly <br />feel, accomplished through streetscaping elements such as boulevard trees, decorative <br />concrete sidewalks and Intersection treatments, on-street parking, decorative pedestrian <br />lighting and other landscape amenities. <br /> <br />82 <br />
