<br />DRAFT <br /> <br />Water Rescources <br />City of Centervllle <br />2030 Comprehensive Plan <br /> <br />WATER RESOURCES <br /> <br />During the Comprehensive Planning process, the City developed goals related to <br />Community Facilities and Services. Many of these goals are related to water resources <br />and the provision of public utilities. It is the goal of the City of Centervllle to: <br /> <br />o Promote safe neighborhoods and low crime In the community. <br /> <br />o Maintain and Improve the quality of life In the community. <br /> <br />o Provide efficient and responsive services to residents and businesses. <br /> <br />o Maintain the quality of educetlon available to residents. <br /> <br />Policies reflect the position of the City on the specific implementation of the Goals. It is <br />the policy of the City of Centervllle to: <br /> <br />o Compare the level of administrative. maintenance and emergency response <br />services to community wide needs and Objectives. <br /> <br />o Explora potential joint service Initiatives through continued communication and <br />cooperetlon with City, County and School officials. <br /> <br />o Promote effective communlcetion with rasidents, business owners, educetors <br />and volunteer organizations to maintain an understanding of community goals <br />and objectives and participate in community affairs. <br /> <br />o Periodically evaluate the level of pUblic services provided and the associated <br />costs of services. <br /> <br />o Design publiC utility systems for optimum development or saturation In the <br />community and establish cost effective staging or sequencing of utility systems. <br /> <br />o Establish priority for basic services to ensure the highest levels of safety and <br />accessibility are provided In the community. <br /> <br />o Expand efforts for effective communication and cooperation with surrounding <br />cities on area growth Issues and common concems. <br /> <br />o Require that development proposals are consistent with planned extensions of <br />public utilities and Incorporete necessary extensions of core facilities. <br /> <br />o Prohibit development with private utilities. <br /> <br />o Require that the Installation of all public Infrastructure Is designed and <br /> <br />o constructed according to City standards and specifications. <br /> <br />o Enforce ordinance provisions which require connection of existing homes and <br />businesses with private utilities to public utility systems, within a reasonable time <br />after publiC utilities have become available but not later than 2012 for areas <br />currently served but not yet connected. <br /> <br />o Enforce provisions of MPCA Chapter 7080 for the maintenance of private on-site <br />waste treatment systems. <br /> <br />86 <br />
