At 7:00 p.m., cake and coffee were served for Bob Lindgren <br />resigning Planning and Zoning Commission member. <br />At 7:20 p.m., Mayor Haberman presented Bob Lindgren with a plaque <br />showing City appreciation for Lindgren's 13 years of service on <br />the Planning and Zoning Commission. <br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held their regular meeting on August 23, 1989 <br />at City Hall, Mayor Haberman called the meeting to order at 7:23 <br />p.m. Present: Peterson, Pelton, Burgstahler, Neumann. <br />Motion by Neumann, second by Burgstahler to approve the July 18, <br />1989 minutes of the closed meeting with the City Attorney <br />regarding pending 1987 Street Reconstruction litigation; Peterson <br />aye, Neumann - aye, Burgstahler - aye, Pelton - abstain, <br />Haberman - abstain; motion carried. <br />Motion by Pelton, second by Peterson to approve the August 7, <br />1989 budget meeting minutes; Peterson - aye, Pelton - aye, <br />Burgstahler - aye, Neumann - aye, Haberman - abstain; motion <br />carried. <br />Motion by Neumann, second by Burgstahler to approve the August 9, <br />1989 City Council meeting minutes, motion carried unanimously. <br />Motion by Neumann, second by Burgstahler to approve the August <br />17, 1989 budget meeting minutes, motion carried unanimously. <br />OLD BUSINESS: <br />Mayor Haberman read a prepared statement regarding the possible <br />1987 Street Reassessment. He expressed concern with regard to <br />the effect of the reassessment reduction toward pending <br />litigation of the original assessment. <br />Council member Burgstahler noted that he felt two issues were <br />involved with the 1987 Street Assessment. First the project cost <br />being properly assessed, and second the assessment rate of 100%. <br />He noted that the proposed reassessment would deal with the first <br />issue of whether the project cost was properly assessed. <br />Bill Hawkins, City Attorney, was present and also advised that <br />the issues were separate but interrelated.
