<br />CC Meeting Minutes <br />August 23, 1989 <br />Page Two <br /> <br />the project were in, the City will have to decrease the <br />assessment depending upon the over assessment made. He assured <br />Mayor Haberman that the proposed re-assessment was not a <br />Ii tigation ploy. He advised that to re-assess the Ci ty would <br />have to hold a supplemental hearing and follow public hearing <br />procedures just as with the initial project. <br /> <br />Hawkins noted that costs which may not be taken into <br />consideration to this point with the proposed 1987 street <br />Reassessment include litigation costs and capitalized interest. <br /> <br />Pat Schweiger, 1703 Center Street, and Bill Svetin, 1687 Peltier <br />Lake Drive, were present in the audience and asked questions of <br />the proposed assessment. <br /> <br />Gary Groehn, City Auditor, advised that the 1987 Construction <br />Fund Project cost was $465,072. The 1988 project cost was <br />$19,810. The total project cost thus would be $484,882. He <br />advised that this dollar amount did include 1988 litigation <br />costs. If the 1988 litigation costs were excluded, the cost of <br />the'project would be $477, 265. <br /> <br />Groehn also presented additional Debt Service information which <br />is attached to and made a part of these minutes. <br /> <br />Motion by Burgstahler, second by Neumann to direct the <br />Clerk/Administrator to draw up an assessment schedule detailing <br />costs for the 1987 Street Project regarding assessment and bond <br />details, this information will be coordinated with City Attorney <br />and City Auditor for review and possible recommendation options, <br />Peterson aye, Burgstahler aye, Neumann aye, Pelton- <br />abstain, Haberman - abstain, motion carried. <br /> <br />City Attorney Hawkins advised that the City Council would have to <br />set policy as to what to do with prepaid assessments should the <br />1987 Street Project be reassessed. He advised that it would be <br />his recommendation that any refund be made to current property <br />owners. <br /> <br />Motion by Burgstahler, second by Neumann to hold a special <br />meeting on September 7, 1989 at 7:00 p.m. to discuss possible <br />
