<br />I <br /> <br />Meeting Minutes - Cc <br />August 9, 1989 <br />Page Three <br /> <br />Decrease in value of their homes if the sidewalk <br />consisted of bituminous versus concrete <br />Concern that when they contacted the post office to put <br />in their mail box the post office did not appear to <br />know about the multiple mail box policy within the <br />city. <br /> <br />Gerry Rehbein, developer of the Hardwood Pond Estates, was <br />available at this meeting and was able to address some of the <br />concerns. That through implementation of the sidewalk he would <br />replace sod and move already planted trees. He noted that he <br />felt it was his option as to whether to put down black top or <br />concrete. He suggested that the sidewalk would be four feet wide <br />as indicated in the developers agreement, and that there would be <br />two feet of sod between the sidewalk and the street. He advised <br />that he was waiting for the NSP electrical boxes to be moved out <br />of the street right of way so that the sidewalk construction <br />could begin. Rehbein advised that he would notify the homeowners <br />two weeks in advance so that the area could be staked. He <br />advised that the sidewalk was in the Hardwood Pond Estates <br />developers agreement with the City, and he recommended that the <br />City Council place the appropriate number of dollars for <br />installation of a bituminous sidewalk in an escrow account and <br />that the City install the sidewalk at a later date. <br /> <br />The City council addressed some of the concerns of the residents. <br />It appeared that one of the major concerns in <br />implementation of sidewalks was the safety of children <br />that must walk in those areas. It was noted that homes <br />within a one mile distance of the school must walk to <br />the Centerville Elementary School. <br />It was noted that sidewalks are called for in the <br />currently proposed Comprehensive Plan. <br />The implementation or construction of the sidewalks <br />would be a developer cost. <br />Many of the Parks wi thin the ci ty of Centerville are <br />undeveloped, but the Park and Recreation Committee is <br />always eager to receive suggestions and recommendations <br />from residents. <br />It is not specified in the development agreement for <br />the Hardwood Pond Estates development as to whether the <br />
