<br />CC Meeting Minutes <br />September 131 1989 <br />Page Seven <br /> <br />NEW BUSINESS: <br /> <br />Discussion of a request by John Probst previous property owner at <br />7167 Mill Road, to waive a water charge for the hook up of <br />water to the property of 7167 Mill Road. A copy of Probst's <br />request. and City Attorney response are on file with the <br />Clerk/Administrator. <br /> <br />Motion by Burgstahler, second by Neumann to deny the request of <br />John Probst, 7167 Mill Road, for deferment of water charges to hook <br />up to water at said property, motion carried unanimously. <br /> <br />Discussion of the proposed fire arms ordinance authored by Mayor <br />Haberman _ <br /> <br />The City Council concerns.appeared to be as follows: <br /> <br />definitions should include smooth and grooved bore <br />barrels, <br />the size of the shooting range, <br />page 1 , last paragraph, number 2 at the end of the <br />sentence should be included (restrictions ~ithin this <br />ordinance apply to this type of use), <br />page 2, numbers 5 & 6 with regard to the minimum age, <br />concern that Anoka County may have with erecting signs <br />on County streets accessing the City, <br />restrictions listed on page 2, number 6; as to whether <br />this would be common practice, <br />sections 7, 8, 9 & 10, may already be covered in law <br />enforcement practices of the City or state statutes and <br />would the City be liaible to update these sections each <br />time the state were to do so. <br /> <br />Motion by Burgstahler, second by Neumann to refer the proposed <br />Ordinance I 5 regarding Discharge of Fire Arms to replace the <br />current City Ordinance I 5 regardinq Discharge of Fire Arms to the <br />city Attorney for opinion, motion carried unanimously. <br /> <br />Motion by Haberman, second by Burgstahler to approve amendment of <br />Ordinance #4, Table A, Schedule of District Regulations, Permitted <br />and Special Uses to add Day Care/Nursery for up to 12 children as <br />a permitted principal use in all districts excluding the Industrial <br />district; and to add Day Care/Nursery for 13 or more children as <br />a use permitted on a special use permit in all districts excluding <br />the Industrial district; and to also define Day Care/Nursery as a <br />use where care is provided for children for pay, motion carried <br />unanimously. <br /> <br />Discussion of a Communi ty Transi t planning Grant program.
