'• <br /> TAB Action 2008 -05: 2008 -2011 TIP Amendment: MnDOT, Century Avenue reconstruction. <br /> Motion by Hovland, seconded by Smith, <br /> Action: <br /> That the Transportation Advisory Board amend the 2008 -2011 Transportation Improvement Program (TIP) to <br /> indicate that Ramsey County is the lead agency for the project and that the total project cost is increased to <br /> $15,250,000. <br /> Discussion: <br /> Hovland stated that the total project cost is increased approximately 35 %. This has no impact on the use of <br /> TAB money; the money will be covered by the agency (Ramsey County). <br /> Motion passed. <br /> TAB Action 2008 -06: 2008 -2011 TIP Amendment: MnDOT, priced lanes portion of the Urban Partnership <br /> Agreement. <br /> Motion by Hovland, seconded by Koblick, <br /> Action: <br /> That the Transportation Advisory Board amends the 2008 -2011 Transportation Improvement Program (TIP) to <br /> include the remaining $45.8 million in federal UPA funds (VPP, IMD, TCSP and RITA) contingent upon <br /> receipt of state enabling legislation and the local funding match and that: <br /> • Federal funding sources can be changed without amending the TIP; <br /> • MnDOT holds the TIP approval letter from the Metropolitan Council until the enabling legislation and <br /> local match are approved, and <br /> • The UPA's public involvement/outreach program is presented to the TAB and TAC. <br /> Discussion: <br /> Nick Thompson, MnDOT UPA Project Manager, was present and gave an update on the projects and the public <br /> outreach. Arlene McCarthy, Director MTS, also answered questions of the committee members. <br /> Motion passed. <br /> TAB Action 2008 -07: 2008 -2011 TIP Amendment: MnDOT, Scenic Byways funding. <br /> Motion by Hovland, seconded by Peterson, <br /> Action: <br /> That the Transportation Advisory Board amend the 2008 -2011 Transportation Improvement Program (TIP) to <br /> identify Scenic Byway Funds received in the 2007 Appropriations Act for the Minnesota Great River Road and <br /> Minneapolis Grand Rounds projects. <br /> Discussion: <br /> No further discussion at the Programming Committee or the TAB. <br /> Motion passed. <br /> TAB Action 2008 -03: 2007 Regional Solicitation <br /> Motion by Hovland, seconded by Berg, <br /> Action: <br /> That the Transportation Advisory Board approve the funding allocations for Safety (HSIP), Railroad Highway <br /> Grade Crossing (RRX), Transportation Enhancements (TE), Congestion Mitigation Air Quality (CMAQ), and <br /> Bridge Improvement (BIR) project funds as well as review and recommend three alternatives for use of STP -UG <br /> funds as described in the memorandum attached to the item (Alternative 1). <br /> Discussion: <br /> Members discussed the importance that the process of selection be prevailing, and not the projects themselves, <br /> and discussion on the possibility of awarding projects to entities based on needs. If that were to happen, then the <br /> basis for need must be established by the same criteria for all entities. Wiski stated that suggestions to bring <br /> improvements to the Regional Solicitation selection process are welcomed from members. <br /> Motion passed. <br /> February 20, 2008 2 <br />
